Tunisia's panel to go ahead in writing new constitution despite academics' rejection

TUNIS, May 25 (Reuters) - The head of a committee tasked to prepare Tunisia's new constitution said on Wednesday he would go ahead with whomever participates in the panel after prominent academics refused to join it, raising fears the restructuring of the political system would not have broad consensus.

Last week, President Kais Saied named by a decree Sadok Belaid, a law professor, to head an advisory committee that included law and political science deans, excluding political parties from the constitutional process.

The academics on Tuesday turned down the appointments as opposition spreads against his restructuring plans. (news)

"Whoever attends will be enough", Belaid told state TV.

This week, the labor union UGTT refused also to take part in a limited dialogue on political reforms proposed by the president.

Saied, who took executive power and dissolved parliament to rule by decree, has since said he will replace the democratic 2014 constitution with a new constitution via a July 25 referendum and hold new parliamentary elections in December.

Tunisia's major political parties have said they will fight Saied's decision to exclude them from major political reforms, including the drafting of a new constitution, and accused him of seeking to consolidate autocratic rule.

TUNIS, May 26 (Reuters) - Tunisia plans to launch international tenders in June this year seeking offers to build 2,000 megawatts of renewable electric power capacity, energy minister Naila Nouira said on Thursday, part of efforts to cut the country's natural gas imports.

Tunisia, which is facing a financial and political crisis, is trying to attract foreign investments in the energy sector.

The country in March granted licences to three international companies to produce 500 megawatts of electricity from renewables. (news)

Tunisia's bill for gas purchases from Algerian gas company Sonatrach may reach $1.5 billion this year and the total bill will be $2.6 billion, including purchases from domestic gas producers, an energy ministry official told Reuters this month.

This is up from $1.5 billion last year.

The country aims to produce 30% of electricity from renewables by 2030, prime minister Najla Bouden said this year.

MILAN, May 26 (Reuters) - Energy group Eni (ENI.MI) and Sonatrach signed a deal to accelerate the development of gas fields in Algeria and the development of green hydrogen, in a move aimed at increasing the African country's gas exports towards Italy.

Italy, which sources about 40% of its gas imports from Russia, has been scrambling to diversify its energy supply mix as the conflict in Ukraine escalates.

Algeria is Italy's second-biggest gas supplier and the Transmed pipeline - which runs from Algeria via Tunisia to the Italian island of Sicily - has been pumping Algerian gas to Italian shores since 1983.

The gas production volumes expected from the areas covered by Thursday's agreement is equal to some 3 billion cubic meters (bcm) per year and will contribute to increasing the export capacity of Algeria to Italy through the Transmed pipeline, Eni said.

The Memorandum of Understanding was signed in Rome by the top executives of the Italian and the Algerian groups in a ceremony witnessed by the President of Algeria Abdelmadjid Tebboune and Italian Prime Minister Mario Draghi.

Algeria's gas exports to Italy climbed last year, jumping 76% to 21 billion cubic metres - 28% of overall consumption and second behind the 29 bcm from top supplier Russia. (news)

The agreement will allow Sonatrach and Eni to evaluate the gas potential and opportunities for accelerated development at specific fields already discovered by Sonatrach in Algeria.

The Memorandum also covers the technical and economic evaluation for a green hydrogen pilot project in Bir Rebaa North (BRN) in the Algerian desert, with the goal of supporting the decarbonisation of the BRN gas plant operated by the SONATRACH-Eni GSE joint venture.

Eni is the main international energy company operating in Algeria, where it has been present since 1981.

La BCT, in quanto principale responsabile della politica monetaria e del controllo dei flussi monetari che circolano nell'economia, è, in questi giorni, additata per aver aumentato il tasso di riferimento di 0,75 punti. Una decisione che non è piaciuta a molti, andando addirittura ad accusare la BCT di manovra contro il governo e di indebolire ulteriormente il potere d'acquisto dei tunisini costretti a pagare di più per indebitarsi proprio come le PMI e gli investitori in genere.

Questa lettura sembra molto semplicistica: l'intervento della BCT, in quanto agente economico autonomo che agisce secondo le fluttuazioni della sfera monetaria (che è in piena correlazione con la sfera reale degli scambi economici), è, economicamente parlando, inevitabile assorbire un po' il ritmo folle dell'inflazione. Che sia importata principalmente a causa dell'invasione russa dell'Ucraina, o interna con speculazioni, domanda selvaggia e indicatori in calo legati alla produttività, l'inflazione tende circa il 10%, e questo è un pericolo enorme. Era necessario in breve tempo assorbire questa massa monetaria gonfiata e questa moneta liquida che circola in modo legale o illegale. Questo è un riflesso macroeconomico che qualsiasi banca centrale farebbe senza esitazione. Il problema è che alcuni vogliono che la BCT, che ha acquisito un'autonomia che le consente di schivare i fallimenti e le manovre di qualsiasi governo, sia uno strumento interamente dipendente dal governo e dal decisore economico. Questo avrà una conseguenza diretta: non ci sarà più alcuna salvaguardia o “ammortizzatore” per una cattiva scelta di governo. L'autonomia della BCT è un must per regolare il sistema monetario e attraverso di esso il sistema economico reale con scambi e prezzi.

Tuttavia, ciò che notiamo fino ad oggi è che la BCT non è sempre in totale armonia con il governo. A volte non si tratta di regolamentare, ma di favorire il settore bancario, il maggior beneficiario di tutto ciò che da tempo sta accadendo alla nostra economia. Il timore è di avere un governo che, in parte, applichi le sue politiche, e che si trovi ostacolato da un'azione della BCT che, dal canto suo, vigila sugli equilibri monetari e indirettamente macroeconomici. Un BCT autonomo, persino fragile, che non obbedisce alle intenzioni del governo per una migliore regolamentazione, o un BCT integrato nell'azione del governo e che può giustificare politiche a volte errate? Il dibattito è tanto controverso quanto elitario in effetti. In ogni caso la BCT oggi ha un peso non indifferente, qualsiasi interferenza con il governo è dannosa, ma anche consolidare un rapporto antagonistico con il governo può essere molto costoso. Questo può destabilizzare e vincolare tutti gli attori della nostra economia già in difficoltà
