Fotovoltaico: SolarWorld Industries America per argine prodotti Cina
(Il Sole 24 Ore Radiocor) - Milano, 07 nov - Un gruppo di
societa' americane del fotovoltaico capitanato dalla
SolarWorld Industries America Inc., filiale statunitense del
gruppo SolarWorld, ha depositato presso le autorita'
governative di Washington D.C. un'istanza con cui si chiede
l'attivazione di misure atte ad arginare l'ondata di
prodotti a basso costo provenienti dalla Cina. Si tratta
della prima azione ufficiale di un gruppo di societa' contro
il protezionismo statale di cui godono le aziende
fotovoltaiche cinesi e che consentono loro gia' da tempo di
lanciare sul mercato celle solari e moduli fotovoltaici a
prezzi dumping, incrementando cosi' sistematicamente le
proprie quote di mercato. Questa denuncia contro le pratiche
di commercio sleali, si legge in una nota, e' uno dei piu'
grandi procedimenti legali avviati contro la Cina negli
Stati Uniti e il primo del suo genere nel settore delle
energie rinnovabili. Frank Asbeck, Presidente del Consiglio
di Amministrazione della SolarWorld AG, ha dichiarato: "Con
le nostre fabbriche europee e americane riusciamo a reggere
la competizione internazionale - ma qui ci troviamo di
fronte a una concorrenza sleale, alla quale dobbiamo opporre
resistenza". L'istanza, suddivisa in quattro parti, e' stata
presentata al Dipartimento del Commercio e alla
International Trade Commission degli Stati Uniti per
denunciare le pratiche del dumping e delle sovvenzioni
statali illecite, e ha come obiettivo quello di tutelare i
posti di lavoro statunitensi. Grazie a tutta una serie di
sovvenzioni, il governo e gli enti pubblici cinesi
consentirebbero all'industria solare locale di abbassare i
prezzi ben al di sotto della propria capacita' produttiva,
incrementando cosi' oltre misura l'esportazione di beni "made
in China". Si denunciano, inoltre, numerosi casi documentati
di violazione degli standard, ambientali, sociali e di
qualita' che regolano, invece, i siti di produzione negli
Stati Uniti e in Germania. Gordon Brinser, Presidente di
SolarWorld Industries America Inc., la filiale statunitense
di SolarWorld, ha dichiarato: "La Cina non ha reali vantaggi
di costo, neanche in virtu' dei salari bassi. L'incidenza
della manodopera su prodotti ad alta tecnologia come i
moduli fotovoltaici e le celle solari e' ridotta; da noi, per
esempio, si aggira intorno al 10% ." I presunti vantaggi
legati al basso costo della manodopera cinese sarebbero
pertanto annullati dai costi indiretti di produzione e dai
costi di trasporto. "Se ciononostante i concorrenti cinesi
offrono prezzi dumping, cio' e' dovuto solo alle massicce
sovvenzioni elargite dalle banche statali cinesi e dal
governo cinese." Le aziende statunitensi promotrici
dell'istanza, riunite nella Coalition for American Solar
Manufacturing, hanno presentato a sostegno della propria
denuncia un documento di diverse centinaia di pagine.
