MOSCOW — Russia has withdrawn key defense advisers from Venezuela, an embarrassment for President Nicolás Maduro as Moscow weighs the leader’s political and economic resilience against growing U.S. pressure.
Russian state defense contractor Rostec, which has trained Venezuelan troops and advised on securing arms contracts, has cut its staff in Venezuela to just a few dozen, from about 1,000 at the height of cooperation between Moscow and Caracas several years ago, said a person close to the Russian defense ministry. The gradual pullout, which has escalated over the last several months, according to people familiar with the situation, is due to a lack of new contracts and the acceptance that Maduro’s regime no longer has the cash to continue to pay for other Rostec services associated with past contracts. Il governo norvegese aveva segnalato in settimana progressi nei negoziati di Oslo tra le autorità e l'opposizione del Venezuela.

In una dichiarazione è stato affermato che "le parti hanno mostrato la loro disponibilità a muoversi nella ricerca di una soluzione coordinata e costituzionale per il Paese, che includa le questioni politiche, economiche ed elettorali".

Allo stesso tempo le autorità norvegesi hanno invitato le parti a mostrare "massima prudenza" nei commenti sul contenuto dei negoziati.

The likely reason is that Moscow doesn't have any faith in the Maduro regime's ability to pay them - further complicated by US sanctions due to their cooperation with Maduro.

La Russia ha inviato aerei con dozzine di soldati e consiglieri militari nella capitale venezuelana di Caracas questa primavera tra le crescenti tensioni nel paese sudamericano. Una delle fonti di WSJ ha detto che la mossa è stata "una manifestazione pubblica di sostegno da parte del Ministero della Difesa, perché la vera cooperazione tra Rostec e il Venezuela era già rallentata fino a diventare un rivolo".

L'ambasciatore della Russia in Venezuela ha negato le relazioni come "assolutamente false".

"Il lavoro viene eseguito in conformità con gli obblighi esistenti e non si tratta di alcuna riduzione", ha affermato l'ambasciatore Vladimir Zayemsky.
