Irlanda, fonti Ecofin: ha bisogno di nuove misure, aumenti tasse

BRUXELLES (Reuters) - I ministri delle Finanze dell'Unione europea vogliono che l'Irlanda elabori presto un nuovo pacchetto di misure comprendenti aumenti delle tasse e riduzioni di spesa. Lo riferiscono fonti presenti alla riunione del consiglio Ecofin a Bruxelles.
"Il ministro delle Finanze svedese [Anders Borg] ha sostenuto che all'Irlanda mancano gli introiti fiscali", riferisce una fonte.
"La mia impressione è che non fossero in tanti a essere in disaccordo. E le autorità irlandesi hanno fatto capire di aver ricevuto il messaggio".
Le fonti hanno sottolineato che il presidente della Banca centrale europea, Jean Claude Trichet, ha insistito affinché il pacchetto di misure "venga disegnato in tempi molto rapidi".

BERLINO, 1 ottobre (Reuters) - Il numero uno del Fondo monetario internazionale Dominique Strauss-Kahn non crede che il fondo di salvataggio della zona euro sarà attivato per l'Irlanda.
Strauss Kahn - citato dal giornale tedesco Handelsblatt - ha tuttavia sottolineato che, in caso di necessità, il Fmi è pronto a dare aiuto, in quanto partner del fondo di salvataggio della zona euro.
"Siamo partner in questo processo e siamo pronti se sarà necessario" ha detto Strauss-Kahn.

UN'OCCHIATA SULLO STATO DI SALUTE DELLA COMPAGINE GOVERNATIVA
(Reuters) - A majority of voters want Irish Prime Minister Brian Cowen to step down from his post before the next general election, a poll showed on Friday, and new data showed the country's brief economic upturn weakening further.
Cowen and Finance Minister Brian Lenihan disclosed on Thursday that Ireland faces a bill of up to 50 billion euros (43.4 billion pounds) to clean up its banks, revealing the country faces tougher than expected further austerity drives as a result.
Ireland officially exited two years of recession in the first quarter before shrinking again in the following three months. The third quarter did not look much better after manufacturing activity shrank for the first time in seven months in September.
The NCB Purchasing Managers' Index, which measures the Irish manufacturing sector, fell sharply to 48.4 from 51.1 in August, dipping below the 50 mark separating growth from contraction for the first time since February.
The government has insisted the overall trend was still pointing to economic stabilisation after an unprecedented plunge in 2009 but investors worry slower-than-expected recovery will threaten plans to cut Europe's biggest budget deficit.
Only a growing economy will generate the tax revenues needed, alongside spending cuts and tax hikes, to reduce a debt mountain that will swell to 99 percent of GDP this year from 25 percent prior to the crisis, as a result of Thursday's bank bailouts.
The government's budget deficit will blow out to 32 percent of Ireland's economic output this year, more than 10 times EU's 3 percent cap and by far the worst in the union.
Voters have long lost faith in Cowen and the Irish Times/Ipsos MRBI poll showed 61 percent of them think he should resign before the next general election, due in 2012 but likely to be held before then.
The poll showed 29 percent thought he should remain in place and 10 percent had no opinion.
Cowen may only have a few months left to cede to their demands with his wafer-thin majority in parliament almost certain to be wiped out once by-elections are held to fill three lower-house seats in the first four months of next year.
If Cowen was to stand down as leader of Fianna Fail and Prime Minister, 39 percent of those polled would like to see right-hand man Lenihan take over with Foreign Minister Micheal Martin a distant third, backed by 18 percent of voters.
Some from Cowen's own party have also called for him to step down, particularly after he embarrassed them last month by conducting a radio interview the morning after partying late with colleagues.
However, no senior minister seems set yet to mount a challenge and most analysts see both Cowen and the government lasting until December's budget when they will have to push through over 3 billion euros of new cuts.
Fears Ireland will follow Greece by turning to its European Union partners and the IMF for help abated after the government cancelled all bond auctions for the rest of the year, highlighting the fact that a growing but well-structured debt portfolio means there is no impending liquidity crisis.

DUBLINO, 1 ottobre (Reuters) - Gli investitori vedono come un passo importante la decisione dell'Irlanda di cancellare le restanti aste di titoli di stato di quest'anno e di ritornare al mercato all'inizio del 2011.
Lo ha detto il direttore dell'agenzia per la gestione del debito dell'Irlanda.
"Dai nostri contatti con il mercato, abbiamo ricevuto il feedback che la cosa non ha creato problemii e che è vista come un passo importante e pragmatico" ha detto Oliver Whelan dell'agenzia nazionale per la gestione del debito (NTMA) alla radio nazionale RTE.
Whelan ha aggiunto che NTMA vedrà quando esattamente ritornare sul mercato del debito alla fine dell'anno e che si aspetta che lo farà "all'inizio del 2011".

Questa la risposta del ministro dell’Economia, Giulio Tremonti, a chi gli chiedeva di commentare le preoccupazioni sulla crisi irlandese. ”Nel dibattito sulla crisi in Parlamento nell’autunno del 2008 – ha ricordato il ministro – avevo detto che c’erano due fasce di crisi che si stavano sviluppando, una da est a ovest e un’altra da nord a sud. E non sono Nostradamus”.
La crisi in Irlanda è infatti molto accentuata. Il salvataggio delle banche irlandesi può costare al governo di Dublino tra i 40 e i 50 miliardi di euro. E’ il conto che alla fine lo Stato potrebbe trovarsi a pagare in base alle stime contenute nel piano annunciato oggi dalla Banca centrale irlandese.
L’Irlanda – che ha già iniettato 33 miliardi nel sistema bancario del Paese – rafforzerà il controllo in Allied Irish Bank, e dovrà iniettare altra liquidità in Anglo Irish Bank. E con i nuovi aiuti, il deficit del Paese potrebbe raggiungere il 32% del Pil.
Ma Tremonti già lo sapeva.

ed oltre che coloriti direi anche stupidotti giusto per essere misericordiosi tommy perché attribuire ad un euroburocrate di Bruxelles l'ambizione (!) di prendere il controllo dei budgets nazionali mi sembrerebbe equivalente ad attribuire analoga ambizione ad un amministratore di condominio nei confronti dei budgets dei condòmini. Probabilmente dipende dal fatto che da quelle parti viene spesso manifestata una preferenza per le villette monofamigliari
