Bank of Spain’s Malo Backs ECB Stance on Restructuring of Greece’s Debts

Bank of Spain Chief Economist Jose Luis Malo de Molina said Greece should stick to its debt plan, as he backed the European Central Bank’s opposition to a restructuring of that nation’s loans.
Asked about the possibility of getting lenders to roll over expiring Greek bonds in an adaptation of what was done in Eastern Europe two years ago, or a soft restructuring, Malo de Molina said Greece already has measures in place to tackle its surging debt.
“Don’t expect from me a position different to that of the ECB, which has always been in favor of a solution in Greece on the lines already established by the euro group,” Malo de Molina said in an interview at a real-estate conference in Madrid today.
Saddled with Europe’s heaviest debt load, Greece is seeking additional loans on top of last year’s 110 billion-euro ($158 billion) European-Union led bailout. Olli Rehn, the EU’s economic and monetary affairs commissioner, said in an interview yesterday that the Vienna Initiative for Eastern Europe has “mostly given us positive lessons,” while so-called re- profiling is being considered.

German Government Lawmaker: More Aid For Greece Against Budget Law




BERLIN -(Dow Jones)- An additional aid programhttp://www.nasdaq.com/aspx/stock-ma...wmakermore-aid-for-greece-against-budget-law# for Greece would be against German budget legislation, a government coalition lawmaker cautioned Wednesday.
Germany's government legally can only grant sureties, guarantees or other aid if there is a high likelihood that the borrower won't default, Klaus-Peter Willsch, a member of Angela Merkel's Christian Democrats, or CDU, said in a release.
It is obvious that this isn't the case with Greece, Willsch said. He pointed to Greek the development of interest rates on Greek debt, and media reports portraying the likelihood of a Greek debt default.
The European Union and the International Monetary Fund are discussing to grant Greece fresh loans of about EUR60 billion for 2012 and 2013 to cover upcoming financial needs, sources familiar with the situation said.
Germany's government has said it will consider further aid for Greece only after the findings of a report by the EU, the IMF and the BCE on Greece's current EUR110 billion rescue program are known.
The so-called troika is expected to report its findings to the involved parties toward the end of this week. Germany would first analyze those findings, and only consider further aid for Greece if the government in Athens were to present further measures to cut its budget deficit.
Willsch said he has doubts about the practice of paying Greece the next tranche of its current rescue program only after checking whether it fulfils fiscal targets. That only makes sense if the likelihood of a Greek default on debt is being strictly evaluated at the same time, he said.
"Everything else would be a clear breaking of the law," Willsch said.

ATHENS, June 1 (Reuters) - Greece's private sector union will stage a 24-hour general strike on June 15 to protest against new austerity measures and the planned privatisation of state companies, a senior union official said on Wednesday.
"We are fighting the government's mid-term fiscal plan, which destroys the social system and makes people feel miserable and insecure," the general secretary of private sector union GSEE, Nikos Kioutsoukis, told Reuters.
Kioutsoukis said that GSEE, Greece's largest union, has also called a 24-hour strike for June 9 at state companies which the government wants to privatise.
Public sector union ADEDY is likely to join its sister union in the labour action, a senior ADEDY official said.

ATENE, 1 giugno (Reuters) - La sigla sindacale del settore privato greco ha indetto uno sciopero generale per il 15 giugno contro le nuove misure di austerity del governo e la prevista privatizzazione delle compagnie statali. Lo ha detto oggi un funzionario sindacale.

"Stiamo combattendo il piano fiscale a medio termine del governo, che distrugge il sistema sociale e rende le persone povere e insicure", ha detto a Reuters il segretario generale del sindacato del settore privato (Gsee), Nikos Kioutsoukis.

Kioutsoukis ha detto che il Gsee, la principale sigla sindacale greca, ha indetto uno sciopero di 24 ore anche per il 9 giugno nelle compagnie statali che il governo vuole privatizzare.

Il sindacato del settore pubblico, Adedy, aderirà con ogni probabilità allo sciopero, ha detto un funzionario di Adedy.
 
June 1 (Bloomberg) -- European Central Bank policy makers may back a plan to roll over Greek bonds as part of a solution to the country’s fiscal crisis, said two officials familiar with the situation, softening the ECB’s opposition to any restructuring of the country’s debt.
The ECB is considering options including one that would see investors committing to buy a new bond once existing holdings have matured, the officials said on condition of anonymity. The ECB is examining that step because it could ease Greece’s funding squeeze without technically constituting a default. The Frankfurt-based Executive Board is still opposed to any extension of maturities, said one of the officials.
ECB policy makers have opposed any agreement that could be classified as a default because they fear it could spark a new round of turmoil in Europe’s banking system. European Union Economic and Monetary Commissioner Olli Rehn said in a Bloomberg News interview yesterday that the rollover plan was being examined, as it “would not create a credit event.”
EU officials may try to persuade investors to roll over maturing debt by offering them preferred status, higher coupon payments or collateral as inducements to buy bonds replacing Greek debt maturing between 2012 and 2014, said two separate people today. They declined to be identified because the talks are in progress.
