PM wants reforms ready by end of August

Papandreou hoping to strengthen hand ahead of negotiations with EU and IMF on second bailout

July and August are usually the months when Greeks wind down, but like many residents, members of the government are unlikely to enjoy much of a break this summer, as Prime Minister George Papandreou has asked his ministers to complete the drafting of a raft of new legislation within the next few weeks.
Sources said Papandreou has written to ministers to inform them that each department will have to complete by the end of August a range of reforms and draft laws that go beyond the measures that Greece pledged to adopt as part of the midterm fiscal plan, which was passed by Parliament last month and helped secure a 12-billion-euro loan installment from the European Union and the International Monetary Fund.
Sources said that Papandreou expects negotiations with the EU and the IMF about a second bailout for Greece to be completed by the beginning of September and he wants to strengthen his government’s hand during these talks by pointing to the fast pace of reforms.
European Council President Herman Van Rompuy said on Friday that talks between eurozone leaders mainly aimed at finding a way to tackle Greece’s debt crisis while involving the private sector would take place in Brussels on Thursday. His bid to hold the meeting this week was rejected by Germany.
Speaking during a visit to the island of Kos on Friday, Papandreou stressed the importance of teamwork. He said that Kos, which has seen a rise in tourists this year, is an example of what can be achieved if “there is a team effort with common goals.”
Among the reforms that are due to be carried out over the next few weeks is the closure of dozens of public organizations. The task had initially been assigned to Deputy Prime Minister Theodoros Pangalos but Papandreou has now asked Finance Minister Evangelos Venizelos to oversee the process. Venizelos said that he hopes to get Parliament’s approval to shut the organizations down by August 5.

Permit applications made easier for new business

Ministry to reduce amount of time-consuming environmental impact studies that will be needed

The law is due to be changed so that fewer new businesses have to submit environmental impact studies, which are subject to a lengthy approval process before economic activity can start, sources told Kathimerini on Friday.
The Environment Ministry has drawn up new legislation that would drastically reduce the number of businesses needing to undertake such studies. The draft law is due to be put to the Cabinet next week and is set to be enacted by September.
The ministry estimates that under the proposed regulations, only 2,000 studies a year will have to be carried out. At the moment, some 21,500 are conducted. Although this is a significant reduction, Greece will still demand a larger number of studies than other European countries, such as the UK, where 334 are carried out on average each year, or Austria, which has an annual average of just 23.
The studies have often been seen as an unnecessarily lengthy and bureaucratic process in Greece as the vast majority are examined by local authorities rather than the ministry. On average, it takes officials 20 months to respond to an application from a business. This compares unfavorably with the European Union average, which is 10 months.
Businesses such as small hotels and any light industry would not need to complete environmental impact studies in order to apply for operating licenses. Other enterprises that will avoid the procedure in future include photovoltaic parks and wineries.
The ministry further intends to end the process that requires other ministries apart from that of Environment to sign off on applications, a process which adds up to three months to the waiting time.
The government also wants to set up a committee to examine applications from businesses that are potentially the most damaging to the environment so decisions on whether they can proceed are issued within six months of applications being submitted.
The proposed measures are in keeping with the government’s pledge to simplify procedures in a bid to boost investment and entrepreneurial activity.

Nowotny Says Greece Can Cut Debt Burden Without Contagion

By Boris Groendahl - Jul 15, 2011 10:40 PM GMT+0200 Fri Jul 15 20:40:36 GMT 2011

European Central Bank Governing Council member Ewald Nowotny said extending Greece’s debt maturities is a possible way to increase the country’s ability to deal with its debt while avoiding contagion to other countries.
I believe the question of extending debt maturities is a relevant one,” Nowotny said in a live interview with Austrian television broadcaster ORF. “I believe that ways can be found that on the one hand improve the debt sustainability but don’t imply the risk of negative side effects” for other countries.
“Everything that can reduce risks is positive, for instance an extension of maturities or a reduction of interest rates,” he said. “But that must happen in a way that doesn’t result in a default” and “is accepted by rating agencies,” he added.
“This is something where discussions are being led right now and next week there could be decisions,” he said.

Italia oltre 300.....
