Exclusive: U.S. would back bigger EU stability fund: source

BRUSSELS (Reuters) - The United States would be ready to support the extension of the European Financial Stability Facility via an extra commitment of money from the International Monetary Fund, a U.S. official told Reuters on Wednesday.
"There are a lot of people talking about that. I think the European Commission has talked about that," said the U.S. official, commenting on enlarging the 750 billion euro ($980 billion) EU/IMF European stability fund.
"It is up to the Europeans. We will certainly support using the IMF in these circumstances."
"There are obviously some severe market problems," said the official, speaking on condition of anonymity. "In May, it was Greece. This is Ireland and Portugal. If there is contagion that's a huge problem for the global economy."
The remarks foreshadow a visit to Europe this week by a U.S. Treasury envoy who is expected to visit Berlin, Madrid and Paris to hold talks on the ramifications of the debt crisis.
The developments have echoes of the pressure applied by Washington on European capitals last May to create the near $1 trillion EFSF safety net that was last week used to rescue Ireland after its banking crisis spiraled out of control.
The IMF, whose biggest single shareholder is the United States, has committed 250 billion euros to the EFSF.
While reluctant to dictate to Europe how it should address the unfolding debt crisis, the U.S. government is growing concerned about the global fallout of Europe's predicament.
U.S. Treasuries' prices fell and the euro strengthened against the dollar on Wednesday after the news that the United States would be prepared to support an enlarged EFSF.
Germany, whose leaders have expressed frustration at the market backlash against their plans to solve the euro zone's debt problems, does not want to make the stability fund larger.

Greek bond market closing report
(ANA-MPA) -- The yield spread between the 10-year Greek and German benchmark bonds shrank further to 904 basis points in the Greek electronic secondary bond market on Wednesday, with the Greek bond yielding 11.80 pct and the German Bund 2.76 pct. Turnover in the market was a low 9.0 million euros, of which 7.0 million were buy orders and the remaining 2.0 million euros were sell orders. The 10-year benchmark bond was the most heavily traded security with a turnover of 5.0 million euros.
In interbank markets, interest rates were largely unchanged. The 12-month rate was 1.52 pct, the six-month rate 1.25 pct, the three-month 1.02 pct and the one-month rate 0.81 pct.

PM addresses AHCC congress
The government plans to introduce a wide range of changes to the state in 2011, prime minister George Papandreou told the 21st congress of the American-Hellenic Chamber of Commerce (AHCC) on the theme "The Hour of the Greek Economy" held in Athens on Tuesday.
Papandreou said that fiscal adjustment was made in 2010 through spending cutbacks and VAT revenue increases, noting, however, that those were not structural changes but "extraordinary measures which, with the improvement of the economy, can be made up for in a fair way and with priority on the weaker strata".
Next year, he continued, will be the year of reform of the institutional framework on competition, aiming at increasing the competitiveness of the economy while at the same time containing prices and protecting the consumer.
The premier announced that, in the next few weeks, the government will unveil its National Strategic Plan for Promoting Extroversion, with the aim of creating new financing tools for the internationalisation of Greek enterprises.
He also said that the new investments law will change the rules of the game and how decisions are taken on what kind of investments need to be made in Greece. Further, the government will proceed with deregulation of the energy market and with a series of interventions on green development in the coming year.
Warning that it will not be easy to advance many of those changes due to established and guild-like interests that have kept the country stationary for many years, ensuring privileges for themselves at the expense of the social whole, the premier assured that his government will exhaust all margins for deliberation, "but the changes the country needs in order to breath will be made".

Può darsi che il ragionamento sia stato "prima che se li comprino i cinesi compriamoceli noi" (riferito ai PIGS).

Ieri giornata di rimbalzi sul fronte periferico.
In attesa dei prossimi appuntamenti quali le aste spagnole, il voto in Irlanda e le prossime mosse BCE con allo sfondo il paventato intervento "americano", si riprende un pò il fiato.
Gli ellenici si dimostrano coriacei ma è chiaro che una ripresa delle quotazioni passerà sopra le loro teste, aldilà dei loro meriti/demeriti.
Anche l'Irlanda recupera, mentre i rumors di un coinvolgimento - che vada oltre i bondisti subordinati delle banche Irish - prende sempre più corpo.
Appuntamento clou questa mattina con l'Asta spagnola dopo che ieri il Portogallo è stato costretto ad offrire rendimenti sopra il 5% per un lusitan/bot a 12 mesi.
Stringono bene Italia e Belgio.
Attesa per la conferenza stampa di Trichet alle ore 14.

Crisi/ Consiglio direttivo Bce, focus su clima allarmistico
Roma, 2 dic. (Apcom) - Ancora una volta la crisi sembra destinata a stravolgere la tabella di marcia della Banca centrale europea, che oggi è chiamata a fare il punto di una situazione quantomai complicata.
Ma soprattutto dovrà evitare di compiere qualsiasi passo falso che, in un contesto di fondo che resta allarmistico, possa innescare nuove tensioni proprio mentre, finalmente, i mercati europei tirano il fiato.
Dopo due giorni di debolezza Borse e euro ieri hanno chiuso in rialzo mentre sembrano moderarsi i nervosismi degli operatori sui titoli di Stato dei paesi ritenuti più sotto pressione sui conti pubblici nell'area valutaria.
Il Consiglio direttivo torna a riunirsi per le consuete decisioni di inizio mese sui tassi di interesse - attesi invariati al minimo storico dell'1 per cento - ma questo è l'ultimo dei temi su cui sono attesi sviluppi.
Il primo punto in agenda è il perdurante clima allarmistico che circonda i rischi sul debito di diversi paesi dell'area, a dispetto del piano di aiuti approvato domenica scorsa a favore dell'Irlanda.
Nelle ultime settimane la situazione si è aggravata fino a costringere Dublino a questa strada, mentre in precedenza la Bce appariva orientata ad annunciare proprio oggi una nuova agenda sulle manovre di rimozione di alcune misure eccezionali anti crisi, che aveva affiancato al basso costo del danaro.
Se tirasse dritto su questa manovra rischierebbe di scatenare una nuova tempesta.
Ieri, senza anticipare nulla sulle decisioni del Consiglio, in una audizione al Parlamento europeo il presidente Jean-Claude Trichet ha lanciato messaggi rassicuranti: grazie agli aiuti Ue-Fmi anche Grecia e Irlanda onorano i loro pagamenti sui debiti.
Inoltre ha eloquentemente avvertito che il cruciale programma della Bce su acquisti di titoli di Stato dell'area euro prosegue.

Greece’s fiscal revenue in November hit 5 billion euro, while there are 6 billion euro remaining to meet the 2010 target, according to a government official. More specifically, in November revenue increased by 19.5% on the year thanks to the tax amnesty scheme. The total of eleven month net revenue came to 45.5 billion euro, up 5% on the year, while the annual target is set to 6%. During the first ten months, the net revenue’s increase rate was 3.8%.
