Italy says Europe not ready for tax harmonisation

PRAGUE, Feb 8 (Reuters) - Europe is not ready to harmonise taxes and it is impossible to reach an agreement on such matters next month, Italian Foreign Minister Franco Frattini said on Tuesday.
He was responding to proposals by German Chancellor Angela Merkel, backed by French President Nicolas Sarkozy, for a "competitiveness pact" which provoked opposition among EU leaders when presented at an EU summit on Friday.
The proposals, meant to strengthen fiscal discipline in the euro zone and other EU states, included plans to align taxes, end wage indexation, raise retirement ages and lock debt limits into national constitutions across the euro zone.
"There are issues in the pact that Europe is not ripe to solve yet, this includes for example harmonisation of taxes and tax systems," Frattini told reporters during a visit to Prague.
Italy, which has the EU's second highest debt-to-GDP ratio after Greece, also dislikes the proposal to anchor binding debt reduction targets in its constitution.
Merkel made clear that agreement on the measures must be sealed in March before she will agree to strengthening the rescue fund for debt-stricken euro zone countries.
But Frattini said any such decisions needed a wider discussion and he could not see an agreement at an EU summit on March 24-25.
"(Tax policy) is probably one of the most sensitive issues. Frankly speaking, I believe it is premature to have even an agreement in principle on harmonising taxation." He said the bloc's executive arm, the European Commission, as well as European finance ministers should consider all proposals for common policies.
"All countries should participate in the discussion, and there should be no groups created leading other countries," he said.

PRAGA, 8 febbraio (Reuters) - L'Italia ritiene che l'Unione europea non sia pronta per un'armonizzazione delle aliquote fiscali, neppure sotto forma di un'intesa di principio.
Lo ha detto il ministro degli Esteri, Franco Frattini, criticando il patto per la competitività proposto da Francia e Germania al Consiglio europeo di venerdì.
"Ci sono questioni nel patto che l'Europa non è ancora pronta a risolvere, tra questi per esempio quella dell'armonizzazione delle imposte e dei sistemi fiscali", ha dichiarato Frattini durante una visita a Praga.
Il ministro ha anche mostrato scetticismo sulla possibilità che un accordo possa essere raggiunto in occasione del vertice Ue in calendario il prossimo 24 e 25 marzo.
"La politica fiscale è probabilmente uno degli ambiti più sensibili. Parlando con franchezza, credo sia prematuro anche un accordo in termini di principi sull'armonizzazione delle tasse", ha detto Frattini parlando con i cronisti durante una visita a Praga.
Molti paesi europei, non solo l'Italia, non hanno preso bene la proposta franco-tedesca, che vuole anche porre fine all'indicizzazione dei salari, alzare l'età pensionabile e inserire limiti all'indebitamento a livello costituzionale.
Frattini dà voce ai malumori e dice che "tutti gli Stati devono partecipare al confronto, per questo non ci devono essere gruppi che guidano gli altri paesi".
