PM Papandreou on tourism development




Prime Minister George Papandreou on Wednesday outlined government policy in the sector of tourism at the annual general assembly of the Federation of Greek Tourist Enterprises (SETE).

Papandreou focused on the simplification of licensing procedures for enterprises. As he said, the founding of a Special Service for Serving and Licensing Tourist Investments for investments that cannot be included in the Fast Track is being examined.

As regards investments for tourist accomodation, Papandreou stressed that its development will take place in hotel units of four or five stars, while indicating in advance the change in the system of hotels' quality criteria.

The prime minister also announced the abolition of dues for third parties in coastal shipping tickets and the decrease of the "spatosimo"at the country's airports in the winter months.

IMF chief quotes put PM on spot






Opposition parties raised questions about Prime Minister George Papandreou’s credibility on Wednesday after a previously unheard recording of International Monetary Fund Managing Director Dominique Strauss-Kahn suggested that the Greek premier had turned to the Washington-based organization with Athens’s debt problems much earlier than previously thought.
On Tuesday night Alpha TV aired an extract of an interview that Strauss-Kahn gave as part of a French documentary. The clip broadcast was not included in the film and had not been made public before. In it, the Frenchman admitted that the there had been “behind-the-scenes contacts” between Papandreou and the IMF for some time.
In fact, Strauss-Kahn suggested that Greece and the IMF were able to agree on the details of the emergency loan memorandum in May 2010 in two weeks because so much groundwork had been done earlier. “The Greek authorities wanted the IMF to intervene but Papandreou could not tell his people for political reasons,” said the IMF chief.
He indicated the Greek premier started consulting Strauss-Kahn about some form of assistance as early as November 2009, a few days after PASOK was elected to office.
New Democracy spokesman Yiannis Michelakis suggested the comments backed up the party’s doubts about whether the memorandum’s signing was constitutional. The Communist Party said it did not need Strauss-Kahn’s comments to work out “what huge lies” the government has been telling. The Coalition of the Radical Left (SYRIZA) said it was proof Papandreou did all he could to ensure Greece “ended up in the arms of the IMF.”
The government played down the affair, citing comments made by Papandreou on December 11 in which he said that he was in contact with Strauss-Kahn.

Budget revenues continue to lag



Target for the first four months of the year missed by 5.3 pct owing to miscalculations, delays

Despite the slight improvement in budget revenues in the first four months of the year, there is still a considerable shortfall that exceeds 1.2 billion euros, according to preliminary data compiled by the Finance Ministry.
Unofficial figures show that revenues in April posted a 3 percent increase and reached 3.95 billion euros against 3.84 billion euros in the same month last year. However, the overall picture of public revenues remains problematic and particularly worrying, and as a result the ministry has been avoiding all expenditures such as grants to state corporations as well as putting off payments to its suppliers.
Preliminary data indicate that in the year to April the public coffers had an inflow of 15.08 billion euros against the ministry’s target of 16.39 billion euros.
Compared with the first four months of last year, revenues in 2011 have posted a 5.3 percent decrease. The budget had provided for a yearly increase of 8.5 percent instead, compared with revenues from the January-April period in 2010.
The main reasons that the state saw its revenues lagging significantly in the above period are to be found in reduced income tax, overoptimistic expectations from taxation, and delays in licensing games of chance and the revamping of the mechanism against tax evasion.
The budget had provided for revenues from taxing corporations’ income to the amount of 2.8 billion euros. Now the ministry is expecting at least 1 billion euros less owing to the losses or smaller profits of companies in 2010. The plan was also for revenues from taxpayers’ income to reach 10.6 billion euros, but again, the ministry now sees the target has been missed by more than 1 billion euros.
The licenses for games of chances that were to be issued this year have been postponed until 2012 as the relevant law was delayed and not sent to the European Commission in time.
What is more, the restructuring of the mechanism to combat tax evasion was also delayed, reducing the chances of reaching the target set for retrieved revenues that the ministry had set at 1.6 billion euros this year.

Greece’s Finance Ministry collected 3 percent more revenue in April than in the year-earlier month, Athens News Agency reported, without saying where it got the information.
The improvement comes after three months of lagging revenue, with total revenue for the year to date remaining more than 1 billion euros ($1.5 billion) below the target set out in the budget for 2011, ANA said.

Bond euro aprono in calo in attesa Bce, si guarda ad asta Spagna

LONDRA, 5 maggio (Reuters) - Quotazioni in flessione, ad
inizio seduta, per i futures Bund, in attesa del meeting della
Bce da cui il mercato si aspetta l'indicazione per un nuovo
rialzo del costo del denaro nella zona euro per giugno o luglio.

Per la riunione odierna del direttivo le attese sono
abbondantemente orientate alla conferma dei tassi all'1,25%, ma
il vero interesse andrà alla conferenza stampa del presidente
Trichet e in particolare all'eventuale uso della formula della
'forte vigilanza' che nel gergo della banca centrale potrebbe
segnalare che l'intervento arriverà già il mese prossimo, con
conseguente tendenza ad un ulteriore appiattimento della curva
dei rendimenti tedesca.

"Il mercato prezza una probabilità del 50% di un rialzo in
giugno e del 50% in luglio quindi credo che il rendimento sullo
Schatz possa testare oggi il 2% se Trichet dovesse pronuciare le
parole 'forte vigilanza'" spiega lo strategist di Commerzbank
Cristoph Rieger.


Sul primario il focus va invece all'asta spagnola da 3-4
miliardi di euro di bond quinquennali, che dovrebbe beneficiare
del complessivo miglioramento dell'atteggiamento del mercato
verso il debito periferico, seguito all'annuncio del piano di
salvataggio da 78 miliardi a favore del Portogallo. Piano su cui
peraltro potrebbero giungere ulteriori dettagli alle 12,00,
dalla conferenza stamapa della missione congiunta Ue-Fmi a
Lisbona.

Giornata d'aste oggi anche per la Francia con 8-9,5 miliardi
di euro su diverse durate, fino a 21 anni.
 
Greek PM outlines new measures to turn tourism industry into model of growth





The Greek tourism industry can become a model of development for the Greek national economy, said Greek Prime Minister George Papandreou Wednesday, outlining a new package of measures to support the sector.

Addressing the annual 19th General Assembly of the Association of Greek Tourism Enterprises (SETE), the Greek Premier noted that in difficult times for the Greek ailing economy, the tourism industry reported positive signs over the past year, as entrepreneurs and state officials focused on quality services at good prices.

In the coming months Greece will facilitate investments and visa issues for nationals of emerging economies such as Russia and China, said Papandreou, presenting the government's priorities this year.

In order to attract more foreign visitors and boost domestic tourism, the government will cut the price of sea transportation tickets and the landing and taking off fees of aircraft at the Athens International Airport during winter.

Last year Greece slashed the fees for aircraft throughout the summer at regional airports.

Papandreou also pledged a better management of state real estates this year to support the industry, which is traditionally vital for the national economy.

According to official data, tourism accounts for 17 percent to 18 percent of the Greek GDP and employs one out of five working Greeks.

"Last year the number of people who visited Greece increased by 100,000 persons, because we treated each one of them with respect," noted Greek Culture Minister Pavlos Geroulanos, addressing the event.

Peter Bofinger, consigliere economico del governo di Berlino, il quale sostiene che la Grecia non potrà evitare in nessun modo una riduzione del peso del proprio debito. Secondo Bofinger, l'Eurozona può mostrare solidarietà nei confronti di Atene, tagliando il tasso d'interesse sui prestiti concessi.

Per il consigliere economico, un'eventuale adozione degli eurobond potrebbe aiutare a risolvere la situazione, poichè permetterebbero ai Paesi fortemente indebitati di affrontare i propri debiti a tassi bassi.

Scusate ma il tipo qui sopra parla degli stessi eurobond, di cui anche l'Italia era sostenitrice, che qualche mese fa sono stati bocciati dall'eurogruppo ?

il tasso non è già sceso complessivamente da 5,2% a 4,2%?

si, a marzo, ma poi si e' deciso di rimandare il tutto a giugno per via delle elezioni in finlandia se non sbaglio
questo perche', sempre se ho capito bene, queste modifiche devono essere approvate dai parlamenti dei singoli stati
comunque l'accordo c'era, quindi in teoria l'approvazionen a giugno dovrebbe essere solo una formalita', anche se comunque ora s'e' aggiunto anche il portogallo...
