Greece - Reports say possibility of euro exit raised

Amadeu Altafaj, spokesman for Economic and Monetary Affairs Commissioner Ollie Rehn, has dismissed reports that Greece is considering withdrawing from the euro zone and reintroducing its own currency.
Germany's Spiegel Online said eurozone finance ministers were meeting in Luxembourg evening to discuss the Greek crisis and that a possible restructuring of its debt would be on the agenda of the meeting.
'The government has raised the possibility of leaving the euro zone and reintroducing its own currency,' the report said, without citing its sources.
However, a German government source has said there were no plans for Greece to leave the eurozone.
'An exit is not planned and was not planned,' the source said.

Friday, May 6, 2011 - 12:30 Germany Press: Greece Ponders On Leaving The Eurozone

BERLIN (MNI) - The Greek government is pondering leaving the Eurozone and introducing its own currency, the German weekly Der Spiegel reported Friday on its website, citing no sources for its claim.
According to the magazine, Eurozone finance ministers and representatives of the EU Commission will meet this Friday evening in Luxembourg for a secret crisis meeting.
On the agenda of the meeting, along with a possible exit of Greece from the Eurozone, will also be a restructuring of Greece's debt, Der Spiegel wrote. German Finance Minister Wolfgang Schaeuble and his deputy Joerg Asmussen will attend the meeting, the magazine said.
According to Der Spiegel, Schaeuble wants to prevent Greece from leaving the Eurozone at any cost.
The spokesman for Eurogroup chairman and Luxembourg Prime Minister Jean-Claude Juncker denied the report as "totally wrong," according to Reuters.

EU set to ban "speculative" sovereign debt trades

Fri May 6, 2011 12:06pm EDT

* Bans "naked" shortselling of govt debt
* Ban can only be lifted temporarily on certain conditions
* Britain apparently outvoted
(Adds industry, lawmaker reaction)

LONDON, May 6 (Reuters) - European Union states have given initial backing to a ban on naked selling of sovereign debt, the bloc's presidency said on Friday.
Hungary said that under the deal it brokered this week a ban on naked government debt selling could only be lifted temporarily under strict criteria to be worked out later.
"The presidency put on the table this proposal addressing concerns about liquidity that seem to be to the satisfaction of countries with these concerns," said Marton Hajdu, a spokesman for the EU presidency.
A naked sale is where the asset is not owned or borrowed when sold, in the hope that market prices will have fallen by the time the asset is needed for settlement.
EU member state ambassadors will review the compromise next week ahead of a meeting of finance ministers on May 17.
"We are very optimistic," Hajdu said.
Hedge funds and other investors have been accused of speculating on falls in government bond prices, which exacerbated difficulties for Greece last year, which had to be bailed out by the EU and International Monetary Fund.
Under the Hungarian deal, a member state can ask for the ban to be lifted temporarily if liquidity in its sovereign debt falls below a set threshold.
Details of the threshold would be worked out later.
Industry officials said there would have to be flexibility for market makers who use short-selling to help complete orders when they don't hold enough bonds on their books.
"Shortselling is a natural part of making markets in government bonds. The trick is how do you determine whether a bond is liquid or not," said Sander Schol, a director at the Association for Financial Markets in Europe (AFME), a banking lobby.
The original proposal was authored by the EU's executive European Commission.
The European Parliament, which has joint final say with member states, voted overwhelmingly in committee in March to go further than the Commission text and back a ban on naked selling of sovereign credit default (CDS) swaps.

The Hungarian compromise is seen by diplomats as staying within parliament's "red lines", and therefore a final first reading deal is seen likely in June or July at the latest.
"We believe that the versions on the table in the Council (of EU states) and in parliament are not extremely divergent, so we see a good chance for a final deal sooner rather than later," Hajdu said.
Pascal Canfin, the EU lawmaker steering the measure through parliament, said he wanted to read the member state text thoroughly before commenting.
Britain, which believes the deal gives a new pan-EU watchdog, the European Securities and Markets Authority (ESMA), too much power, appears to have been outvoted.

Euro estende calo, Treasuries recuperano su indiscrezioni Grecia
