EU's Rehn doubts Greece privatisation target

VIENNA May 23 (Reuters) - The EU's top economic official cast doubt on whether Greece was on track with its privatisation programme, saying on Monday Athens could not privatise 50 billion euros of assets in the coming years.
"We estimate that meaningfully Greece cannot privatise 50 billion euros worth of its assets in the course of the coming years, which represents more than 20 percent of its GDP," Olli Rehn, the economic and monetary affairs commissioner in the European Union's executive Commission, told a conference in Vienna.
He added that Greece had not made sufficient progress with its budget steps to allow it to return to the markets for financing in early 2012.

Nervousness Dominates Declining ASE



The Athens Stock Exchange resumes trading on Monday, as the market remains nervous, in the wake of a three-notch downgrade by Fitch.

The domestic market focuses also in the announcement of the forthcoming medium-term package, which is expected in the near future. It would determine at which extent the Greek government is addressing the immediate issues raised by the troika and restore the markets’ confidence amid pressures from European officials of the need of a national consensus regarding the medium-term package.

The domestic sentiment is burdened by the downward pressures on European indices, caused by the elections in Spain and S&P’s decision to rate negative Italy’s outlook, a rating action that refuels the debate on a possible contagion of debt crisis.

The downgrade of the country’s creditworthiness by three notches on Friday justified the image of devaluation in the domestic market during the last week, according to Pegasus Securities.

Bad news from Eurozone’s periphery is expected to maintain the sentiment of caution and volatility, pushing the stock prices lower at the beginning of the trading session, Pegasus added.

Across the board, the General Index is at 1,289.72 units, down 0.59%, with early losses of 1.74%. The turnover stands at €30m, while a total amount of 78 shares decline, 23 rise and 42 remain unchanged.

Banks move downwards by 0.45%, at 952.84 units. Hellenic Postbank soars, with profits of 5.84%, while Eurobank and Marfin Popular Bank gain 1.86% and 1.45% respectively. On the other hand, Bank of Cyprus falls by 2.31%, while Piraeus Bank and National Bank decline by 0.97% and 0.64% respectively.

"Grecia, ok Bruxelles a salvataggio Agricultural Bank


(Teleborsa) - Roma, 23 mag - La Commissione europea ha approvato il piano di ristrutturazione della Agricultural Bank of Greece. Il piano, si legge in una nota di Bruxelles, prevede una ricapitalizzazione della banca da parte del governo greco fino a 1,14 miliardi di euro oltre ad alcune misure di liquidità. La banca si è impegnata a ridurre la sua attività complessiva del 25% durante il periodo di ristrutturazione e di migliorarne l'efficienza."

Lifting Of Unjustified Restrictions Of Professions



The Ministry of Finance has lifted all unjustified restrictions on the entry and practice of 136 professions, according to an announcement.

Moreover, the Bill abolishes as of 2 July 2011, four months after it was passed, all types of restrictions that:

- Restrict the number of people that can enter a profession;

- Require that a license to exercise a profession must be provided following an assessment of genuine need;

- Set geographic or territorial limits on the practice of a profession;

- Require that there is a minimum distance between practitioners;

- Impose constraints the establishment of further facilities by the same person;

- Restrict the distribution of goods from certain types of professional establishments;

- Restrict the practice of a profession by a certain types of legal entity;

- Impose constraints on equity participation based on criteria relating to the professional status of the participants;

- Set obligatory minimum prices;

- Require that the practitioner offers other specific services together with his/her services.

All the above-mentioned restrictions are automatically lifted after July 2 2011, without any further administrative action.

A Presidential Decree is required in order to maintain one or more of the above restrictions for a profession and only if compelling evidence is provided of how this would serve the public interest.

Beyond the lifting of the above-mentioned restrictions, the Law also abolishes after July 2, 2011 the requirement that an administrative license be issued to an individual for them to practice a profession.

Instead, only a simple notification accompanied by the necessary supporting credentials is required to start practicing an occupation.

If the relevant licensing authority doesn’t prohibit the individual from practicing within three months after his/her notification due to non-compliance with a legal requirement, then the individual may practice freely. In this case also, a Presidential Decree needs to be issued to maintain a licensing process, otherwise it is repealed automatically.

An indicative and non-exhaustive list of the more than 150 professions that fall under the provisions of Chapter 1 of Law 3919/2011 is included below.

In this list, the following professions are not included:

Those that are regulated separately in the Law (Notaries, Lawyers, Engineers, Chartered Auditors);

Those that are specifically excluded in the Law and have been liberalized by other legislation (commercial road haulage transportation services, pharmacists, geotechnical engineers),

Those that are regulated specifically by European Union law.

Grecia, Ue non discute ipotesi ristrutturazione debito - Rehn

VIENNA, 23 maggio (Reuters) - L'Unione europea non sta prendendo in considerazione l'ipotesi di una ristrutturazione del debito pubblico greco, mentre prenderebbe in esame una riorganizzazione su base volontaria se non comportasse a una crisi del credito.
Lo dice alla stampa il commissario agli Affari economici e monetari Olli Rehn, dichiarandosi inoltre fiducioso che i paesi della zona euro e gli altri contribuenti al pacchetto di salvataggio greco proseguano nella strada del sostegno ad Atene.

Grecia, Ue mette in dubbio obiettivi privatizzazione

VIENNA, 23 maggio (Reuters) - Bruxelles dubita che Atene riesca a centrare gli ambiziosi obiettivi stabiliti dal programma di privatizzazioni, che prevede per i prossimi anni la dismissione di asset del valore di 50 miliardi di euro.
Lo dice alla stampa il commissario Ue agli Affari economici e monetari Olli Rehn.
"Riteniamo che la Grecia non sia in grado di privatizzare asset per 50 miliardi di euro - oltre il 20% del proprio prodotto interno lordo - nei prossimi anni" dichiara.
Secondo il commissario, inoltre, Atene non ha fatto sufficienti progressi sulla strada del consolidamento di bilancio in modo che le sia possibile tornare a raccogliere sul mercato.
