EU Commission: Greece must support bailout aims

BRUSSELS, June 16 (Reuters) - Greece must take difficult decisions to enable it to get past its financial crisis and the country's main political forces must show their support for the aims of an EU/IMF bailout, the European Commission said on Thursday.
"The international community is mobilised to support the Greek population, and the Greek state, but the government, and the political forces in Greece have to take the decisions, assume their responsibilities in order to support this programme, that should enable the country to emerge from its current crisis," Commission spokesman Amadeu Altafaj told a regular news briefing.
"It is fundamentally important that the main political forces in Greece support the aims and the main policy lines in this programme," Altafaj added.

Rehn: first decision on next Greek tranche, then 3-yr plan

BRUSSELS, June 16 (Reuters) - Euro zone finance ministers will decide on Sunday to disburse the next tranche of emergency loans for Greece in early July and decide on the new, 3-year bailout on July 11, Economic and Monetary Affairs Commissioner Olli Rehn said.
"I am confident that next Sunday, the Eurogroup will be able to decide on the disbursement of the fifth tranche of the loans for Greece in early July. And I trust that we will also be able to conclude the pending review, in agreement with the IMF," Rehn said in a statement.
"In the same context, the Eurogroup on Sunday-Monday will discuss the contents and conditions of a successor programme for Greece, and the nature of private sector involvement in this, with a the view to taking decisions at the next Eurogroup meeting of July 11," he said.
Rehn said such two-stage approach would allow Greece to avoid a default and pave the way for an agreement on the medium-term strategy.
"It has been difficult, but I strongly believe that with this two-step approach, in agreement with IMF, we can avoid any accident scenario," Rehn said.
"It means that the funding of the Greek sovereign debt can now be ensured until September, while we take the decisions for the medium term, beyond September, in July," he said.
Rehn also called on Greece to endorse the new reform and austerity package agreed with the EU and IMF by the end of June.
"It is regrettable that the efforts to build national unity failed yesterday," Rehn said of Greek political developments.
"Indeed the efforts needed to avoid a default - which would be a catastrophe for Greece - are the responsibility of all political forces," he said.

IMF expected to pay next Greek tranche: eurozone sources

BRUSSELS (Reuters) - The International Monetary Fund is expected to pay its share of Greece's latest aid tranche quickly to buy the European Union more time to finalize a package to keep Greece afloat through 2012 and beyond, sources said on Thursday.
"The situation is clear: If there is a strong commitment from the Europeans to do whatever it takes to back Greece, the IMF will pay the money. And I can tell you there will be such a commitment," one senior euro zone source told Reuters.
The IMF had said disbursement of more money was contingent on a plan being finalized to guarantee Greece's funding needs into next year.
In Paris, Zhu Min, a special advisor to the IMF's managing director, said the Fund was deeply concerned by the latest political turmoil in Greece but stood ready to help if the government could win consent for its austerity plan.
Earlier this week, euro zone finance ministers failed to agree on how to involve private investors in a second financial rescue for Greece. Senior EU officials said a deal was now unlikely to be reached at a summit next week and was likely to be delayed until mid-July or even later.
The Eurogroup of euro zone finance ministers meets on Sunday and Monday prior to an EU leaders' summit at the end of next week.
"If you ask me whether we will be ready on Monday with a second package for Greece, it is no surprise if I tell you it is not the strongest possibility," the source said. "We have to face some political questions, which are being worked at the highest level and we also have to face technical issues, which requires a lot more time."
Another source said the IMF payment could come as soon as next week.

Greek President urges politicians to show responsibility

ATHENS, June 16 (Reuters) - Greece's president on Thursday urged the country's politicians to show responsibility lest the country's economic crisis create political turmoil.
"In this crucial period we must all be responsible to make sure we do not transform the economic crisis into a political one," President Karolos Papoulias told a Greek party leader, according to a statement issued by his office.
Greek ruling party lawmakers will hold a caucus meeting later after three of its MPs resigned their seats or defected in protest at the government's austerity policies.

Grecia, Germania vuole settembre come data per nuovi aiuti-fonti

BRUXELLES, 16 giugno (Reuters) - La Germania vuole uno spostamento a settembre del termine del aro di un secondo pacchetto di aiuti alla Greica, a conferma del disaccordo che ancora regna a livello europeo nel mettere a punto i dettagli della strategia di intervento sulla crisi finanziaria del paese.
Lo riferiscono a Reuters fonti sia dell'Ue sia bancarie.
Una fonte interna all'Ue spiega che lo slittamento dei tempi trova il favore del cancelliere tedesco Angela Merkel e del ministro delle Finanze Wolfgang Schaeuble.
"La questione è: non sappiamo cosa fare, cerchiamo di guadagnare tempo" ha affermato la fonte, aggiungendo che Berlino può contare sull'appoggio di Paesi Bassi, Finlandia e Slovacchia.
Un fonte bancaria tedesca di alto livello conferma che la Germania guarda a settembre come data alla quale tutte le divergenze potrebbero essere risolte.
In particolare - prosegue la fonte - questa tempistica potrebbe essere necessaria per trovare un punto d'equilibrio con le agenzie di rating, che minacciano di considerare alla stregua di un default il coinvolgimento dei creditori privati in un secondo pacchetto di aiuti alla Greica, per quanto su base volontaria.

BRUXELLES, 16 giugno (Reuters) - I ministri finanziari della zona euro si pronunceranno domenica prossima a favore della concessione della prossima tranche di aiuti alla Grecia che verrà assegnata all'inizio di luglio.
Lo dice il commissario Ue agli Affari economici e monetari Olli Rehn, precisando che una decisione sul nuovo programma triennale di sostegno verrà invece presa dall'Eurogruppo dell'11 luglio, ultimo prima della pausa estiva.
"Sono fiducioso che l'Eurogruppo di domenica prossima sia in grado di decidere di concedere a inizio luglio la quinta tranche dei prestiti alla Grecia. Credo riusciremo inoltre a concludere il processo di revisione insieme al Fondo monetario internazionale", si legge in una nota del commissario.
"Nello stesso contesto, l'Eurogruppo di domenica e lunedì discuterà di contenuti r condizioni del prossimo programma a sostegno della Grecia, nell'intento di arrivare a una decisione con la successiva riunione dell'11 luglio".
Un simile approccio in due fasi, scrive Rehn, permetterebbe ad Atene di evitare il default e aprirebbe la strada a un'intesa sulla strategia di medio termine.
"Non è semplice ma credo fermamente che con un approccio di questo genere in due fasi, di concerto con il Fondo, si possono evitare scenari di incidente".
"Questo significa che Atene è in grado di finanziarsi e rimborsare il debito in scadenza fino a settembre, mentre le decisioni sul medio termine, al di là di settembre, decideremo in luglio" conclude.
