2nd UPDATE: Germany Cool To IMF Assurance Of Aid Extension

(Adds market reaction, background)

By Andrea Thomas Of DOW JONES NEWSWIRES BERLIN (Dow Jones)

Germany reacted coolly Monday to suggestions by the International Monetary Fund that Greece could receive an extention of the three-year, EUR110 billion bailout package it received from euro-zone members and the IMF.
Germany is confident that Greece will manage to comply with requirements set out under the rescue package without requiring an extension, finance ministry spokesman Michael Offer said Monday.

"Our opinion is that the existing set of rules, which was imposed on Greece by the European Central Bank, the European Commission and also the International Monetary Fund, is now being implemented step by step.
"This requires great efforts from Greece which we believe is getting done very well," Offer told reporters.
The comments come after IMF Managing Director Dominique Strauss-Kahn said the fund is prepared to give Greece more time to repay its loan to the IMF if European nations opt to do so first.

A senior ECB board member, Lorenzo Bini Smaghi, said Sunday that "it's a standard procedure that the IMF transforms a short-term loan program into a long-term program when the first program is on track."
The remarks from the IMF provided a strong boost in Greek bond markets, where confidence grew that Greece would be helped if it still were unable to access world capital markets at the end of its support package.
The cost of insuring Greek debt against default fell to its lowest level since May.

Greek bond prices also have been bolstered by assurances from Chinese officials that Beijing would buy bonds issued by Greece and other peripheral euro-zone countries.
RBS economist Jacques Cailloux said in a note to clients that institutions from the IMF to the ECB and European Commission have too much as stake to let Greece fail.

"The loss of credibility inflicted to those institutions should Greece default would be such that they will continue doing whatever is required to avoid a default," Cailloux said.
German Chancellor Angela Merkel has repeatedly said that Germany won't back an extension of the rescue funds set up to help countries struggling with excessive budget deficits.

Under the rescue plan for Greece put together earlier this year, euro-zone countries will provide up to EUR80 billion while the IMF will contribute as much as EUR30 billion. Germany's contribution will be up to EUR8.4 billion this year, and could rise to EUR14 billion in the second and third years combined.
The rescue plan had been extremely controversial in Germany, which gave up its own strong currency when it become the founding member of the euro zone, which now includes 16 countries.

The move to the single currency has been controversial from the start and some of the critics at the time now see the opportunity to mount a legal challenge to the euro if the bailout package is activated.
A group of professors have challenged the rescue plan in court and the Constitutional Court has yet to give its final ruling on it. A complaint against Germany's contribution to the EUR750 billion euro rescue plan is also still in court.
