Greece confident to get fourth EU/IMF aid tranche

ATHENS, Feb 6 (Reuters) - Greece is confident it has made enough progress on its fiscal consolidation plan to get the green light this week for a fourth tranche of EU/IMF aid, a government official said ahead of an inspection visit.

International Monetary Fund and European Union officials start talks on Monday to evaluate whether the country has met fourth-quarter targets under the bailout plan that saved it from bankruptcy in May and qualifies for the next, 15 billion euro ($20.4 billion) aid instalment.

"The (aid) tranche is secured," said the finance ministry official, who declined to be named.

Greece has cut public sector wages, frozen pensions, raised taxes and started reforms to open up its economy to more competition, as agreed with the European Union and the International Monetary Fund last year in return for the 110 billion euro bailout.

Its central government budget deficit shrank more than targeted last year, the finance ministry said, mainly due to expenditure cuts, meeting an important target.

But its lenders said during their last visit in November that Greece was bound to have missed its general government deficit target, which also includes local authority spending and is a key benchmark for the EU's assessment of the programme -- partly because of a revision of 2009 fiscal data.

UNDER PRESSURE

Preliminary talks last week showed the 2010 general government deficit will be broadly in line with the 9.6 percent of GDP estimated by the EU and IMF in November, versus an initial target of about 8 percent, a source close to the proceedings said.

Greece is set to come under pressure this week from the European Commission, ECB and IMF officials -- dubbed the troika -- to do more to implement reforms as part of efforts to make further savings in 2012-2014 and catch up on 2010 shortfalls, another government official said.

"We are expecting the troika officials to ask us to speed up privatisations and the major reforms", the official said.

Greek media reports suggested on Sunday that the debt-stricken nation might be asked to put more effort into cutting labour costs, including in the private sector, to boost its competitiveness.

EU and IMF officials were satisfied with preparatory talks last week over pension reform, with the first findings of an actuarial study showing last year's shake-up of the system was on track to achieve its targets, officials said.

More talks will be needed, however, on the myriad of supplementary funds, they said.

The visit takes place as the EU examines options to help Greece tackle its debt mountain, including an extension of bailout repayments or a possible debt buy-back plan, as part of an overall deal the bloc seeks to agree in March to draw a line under the crisis and stop its contagion.

The chairman of euro zone finance ministers Jean-Claude Juncker will be in Athens Tuesday for talks with the government.

A top-ranking delegation of European Union and International Monetary Fund officials are on Monday to start assessing the progress Greek authorities have made in pushing through structural reforms which are a precondition for the release of a fourth installment of 15 billion euros in rescue funding.

The officials arrived in Athens over the weekend and have already have been briefed on the government’s efforts by a team of lower-ranking EU and IMF officials who have conducted inspections on several ministries and their data over the past two weeks.

According to sources, the officials have expressed concerns about a delay in the implementation of new tax laws - particularly the collection of outstanding taxes. They are also worried about the government’s failure to introduce a revised wage scale for civil servants and about the delay in opening up closed professions - seen as a key way of boosting competitiveness and kick-starting the sluggish economy.

Government officials made no public statements on Sunday ahead of the crucial visit.

However, Reuters quoted an unidentified Finance Ministry official as confirming that the installment would be disbursed next month as scheduled. “The tranche has been secured,” the official was quoted as saying. Several reports in the national press over the weekend suggested that the government might be called upon to further cut labor costs to boost competitiveness.

But on Saturday, at a press conference following an EU summit in Brussels, Prime Minister George Papandreou indicated that the government was on the right path and that no more austerity measures were imminent.

“Greece has done what it was supposed to do and it is clear that the discussions we have had today in no way translate into more measures for Greece,” Papandreou said. The premier added that Greece had changed from “a special case and a problem in the eurozone to a part of the solution.”

LONDRA, 7 febbraio (Reuters) - Viaggiano in lieve ribasso i
derivati sul decennale tedesco,
risalendo dai nuovi minimi di
contratto ma indeboliti dalla performance dei governativi Usa.

Legati alla prospettiva che la Federal Reserve possa
intervenire prima delle attese con una stretta sui tassi, alla
luce degli ultimi dati macro sul mercato del lavoro, i realizzi
sui Treasuries Usa sono infatti proseguiti venerdì sera ben
oltre la chiusura del mercato europeo.

Si è concluso invece perfettamente in linea al previsto il
vertice Ue dei capi di Stato e di governo, che non sono riusciti
a pervenire venerdì ad alcun accordo su nuove misure per far
fronte alla crisi. La proposta franco-tedesca di un patto per la
competitività ha infatti sollevato le obiezioni di alcune
capitali.

Verrà convocato dopo il 9 marzo un nuovo consiglio
straordinario Ue in cui dovrebbero essere finalizzate le riforme
da apportare al fondo di stabilità dei paesi euro.

"Non credo il mercato si aspettasse molto dal vertice di
venerdì dunque non si può dire sia rimasto particolarmente
deluso.
Si apre oggi una settimana in cui non sono in calendario
aste dei periferici... potrebbe esserci spazio per un'emissione
sindacata" commenta un trader.
 
Nelle prime ore di contrattazione sono prevalenti le prese di beneficio alla Borsa di Atene. L'indice segna 1645 punti con - 0,98.
Spread in oscillazione intorno a 780 punti base, i lieve allargamento.

(ANSA) - ATENE 7 FEB - Scatta oggi l'ispezione della 'Troika' in Grecia, per verificare lo stato di attuazione del piano di austerita', mentre nel paese sono in corso proteste contro le drastiche misure che Atene deve varare per rimettere i conti in ordine. La nuova missione della 'troika' ha il compito di passare al setaccio le riforme nel settore della sanita' e i fondi pensionistici, la situazione delle finanze pubbliche, la battaglia contro l'evasione fiscale e gli stipendi nel settore pubblico e privato.

Non dovrebbero esserci sorprese per il rilascio della prossima tranche che è particolarmente "pesante".
Si tratta di circa 15 MLD, rispetto ai 9 di quella precedente.
