Russia, US, EU and Ukraine recognized the need to disarm illegal groups in Ukraine, free squares and streets and amnesty the protesters in order to bring the country out of the crisis, Russian Foreign Minister Sergei Lavrov said on Thursday after four-party talks in Geneva. The participants of the quadrilateral talks on ways to resolve the crisis in Ukraine have stressed the urgency of a national dialogue leading to constitutional reform in the country, the minister added.
Lavrov said the sides agreed that the crisis should be resolved by the Ukrainians themselves, with least interference by foreign mediators.
"The communique adopted today has a provision calling on the immediate start of a broad national dialogue in the context of a constitutional reform so that all regions could voice their wishes," Lavrov said after talks in Geneva.

"It's up to Kiev authorities now to ensure all-inclusive, transparent and accountable constitutional process," he said.

"The top priorities are decentralization, significant shift of authority on the regions, including their right to elect own legislative and executive bodies," the minister said.
"Here are the following steps that we urge to carry out: all illegal armed groups should be disarmed, all illegally occupied buildings should be returned to legitimate owners, all the occupied streets, squares and other public places in all cities of Ukraine should be released. Amnesty should be implemented on all the protesters, except of those who have committed serious crimes," said Lavrov.
He said that Russia gave Western partners documents with the position of south-east regions of Ukraine, which were not presented at the meeting. Lavrov said that the United States has a decisive influence on the Kiev authorities, nevertheless both the US and the EU show a sincere interest in solving the problems of Ukraine.
In turn, the US Secretary of State John Kerry said that the US intends to follow the way the Ukrainian authorities will fulfill their obligations that were pointed out in the Geneva communique. Kerry said that the authorities in Kiev have agreed to work actively with all representatives of the Ukrainian community for reform, but stressed that the US is ready to impose new sanctions against Russia if the protesters in the east do not fulfill all the points of the Geneva document.
The parties also agreed that there should be no attempt to alter or dilute the military and the political neutrality of Ukraine.

Amnesty will be granted to protesters and to those who have left buildings and other public places and surrendered weapons, with the exception of those found guilty of capital crimes.
It was agreed that the OSCE Special Monitoring Mission should play a leading role in assisting Ukrainian authorities and local communities in the immediate implementation of these de-escalation measures wherever they are needed most, beginning in the coming days. The US, E.U. and Russia commit to support this mission, including by providing monitors.
The announced constitutional process will be inclusive, transparent and accountable. It will include the immediate establishment of a broad national dialogue, with outreach to all of Ukraine’s regions and political constituencies, and allow for the consideration of public comments and proposed amendments.
The participants underlined the importance of economic and financial stability in Ukraine and would be ready to discuss additional support as the above steps are implemented.

The exceptions to the ban include passengers traveling with relatives who are women or children, or those who have documents confirming an invitation from close relatives or serious illness or death in the family, the company said.
"Ukrainian females aged 20-35 years who are registered as residents of the Autonomous Republic of Crimea and the city of Sevastopol will be allowed to enter Ukraine only after special verification," Aeroflot added.
Also on Thursday the Ukrainian State Border Guard Service announced it had recently denied entry to over 11,000 Russian citizens, citing a need to prevent radicals from entering the country.
"As part of 'Operation Border,' over 11,000 citizens of the Russian Federation were denied access [to the country] in an effort to prevent radicals from entering Ukraine," a spokeswoman for the Ukrainian Security Service Marina Ostapenko said. "Geneva agreements on Ukraine specify no timefrime, but measures should be taken urgently", Lavrov stressed. The agreement is not fulfilled, first of all, by those who have seized power in Kiev, the foreign minister added.
"Everything points to the fact that the Kiev authorities are not able to control extremists, or do not want to control them," the foreign minister said. The main thing now is to prevent any kind of violence in Ukraine, Lavrov added. “It is the first clause of the Geneva agreements, the first requirement,” the minister stressed. “This part of the Geneva agreement is not fulfilled, but on the contrary, steps are taken by those who seized power (in Kiev) in violation of the Geneva agreements,” Lavrov said.
“We are concerned that instead of confirming the responsibility for the situation, Kiev and the West-European countries are trying to make Russia responsible,” he said. “There main proof is the Russian weapons in the conflict zones. It is ridiculous - no other weapons have ever been there,” Lavrov added.
Kiev’s statement that the Geneva decisions are not valid for Maidan are unacceptable, the diplomat noted.
“The buildings in Kiev, which have been seized by force in the beginning of the events in Ukraine, are not freed now, the streets remain blocked, the ‘Maidan’ continues to boom,” the foreign minister said. “The leadership appointed by the Verkhovna Rada, say openly the Geneva decisions are not valid for ‘Maidan’, because, as they say, Kiev’s municipal administration had decided ‘Maidan’ may remain and it is legitimate. This is absolutely unacceptable," Lavrov stressed.

US Assistant Secretary for European and Eurasian Affairs, Victoria Nuland, in an interview with CNN confirmed that Washington has allocated 5 billion "to support the aspirations of the people of Ukraine to a stronger, democratic government."
Earlier media has published video performances of Nuland at a conference on Ukraine, which was held in Washington in December last year. During her speech, Nuland said the US invested five billion dollars to support democracy in Ukraine since the collapse of the USSR.
Later Russian presidential advisor Sergei Glazyev said that developments in Ukraine were largely provoked by the United States and other NATO members. He also mentioned information that was presented by Nuland regarding the multibillion-dollar aid.
In an interview with CNN, excerpts of which were published on the channel's website, Nuland nevertheless recognized that the United States allocated five billion to support democracy in Ukraine.
"This money has been spent to support the desire of the people of Ukraine to a stronger, democratic government that represents their interests," said Nuland. But she stressed that the US "did not spend money to support the Maidan." According to her, it was a "spontaneous movement".
In Ukraine, on February 22 a change of government took place, which had signs of a coup. Verkhovna Rada has ousted President Viktor Yanukovych from power, changed the constitution and appointed a presidential election on May 25. Moscow doubts the legitimacy of the Rada’s decisions. Federation Council gave the right to President Vladimir Putin to use the Russian armed forces in Ukraine to normalize the political situation in that country. The Russian Foreign Ministry explained that the consent of the Federation Council does not mean that this right will be quickly implemented.
