Schneider also noted that the mission had not yet made a decision on which actions it would take for the assessment of the situation in Sloviansk.

During the briefing, military commissar of the Donetsk region, Ukrainian armed forces Colonel Serhiy Kamesh reported to the international inspectors on the number of troops, deployed in the region, as well as specified the tasks that they fulfill. To Schneider’s question on how the local population reacts to the amassment of Ukrainian troops in the region, the military commissar of the region replied that he could not give a definite answer to that question. “The peaceful population is blocking our vehicles,” Kamesh stressed. “People are nervous when they see people with weapons on armored vehicles. Everybody understands well that such movements are made not because everything is fine.”
Representative of the Donetsk region’s police, Lieutenant Colonel Andriy Golubnitsky for his part assured the international observers that the situation in the region remained stable.
The OSCE mission, which includes representatives of the armed forces of Germany, the Czech Republic, Denmark, Sweden and Poland will be monitoring the situation in the region for six days.
 
Russian permanent envoy to the UN Vitaly Churkin doubts that the agreements on the crisis in Ukraine concluded recently at a Geneva meeting would be implemented anytime soon. "Surely, it would be naive to expect that all this would happen quickly," Churkin said in an interview on Rossiya-24 news television channel.

Russian Foreign Minister "Sergei Lavrov's talks with [US Secretary of State] John Kerry were not in vain, and the Americans are perceiving the incentives coming from Moscow and understand that, in order to prevent the crisis from deepening, some sensible steps should be taken," he said.
In particular, Churkin mentioned the need to confiscate 3 million firearms that are in the wrong hands in Ukraine now. "The weapons are in the hands of radical nationalists. If we talk about the disarmament of supporters of federalization and decentralization in eastern Ukraine, then will these radicals who have sometimes been declared the National Guard and so granted official status will be disarmed as well?" he said.
Another question is "what the current Ukrainian authorities have in the pipeline regarding a constitutional reform," he said.
Prospect of UN peacekeeping operation in Ukraine unreal - Russian diplomat
A UN peacekeeping operation in Ukraine is unreal, Russian Permanent Representative to the United Nations Vitaly Churkin said. "I think that this is completely unreal. The UN and peacekeeping operations are unreal," Churkin said in an interview with the Rossiya 24 (Russia 24) TV channel.
"The Organization for Security and Cooperation in Europe (OSCE) presence is quite enough," he said. "It is important that they realize in Kyiv that it is necessary to implement the Geneva documents and they take real steps to disarm the Right Sector and real steps regarding constitutional reform, then the situation should de-escalate by itself and no peacekeepers will be needed," Churkin said.
"For now, the UN has not been very successful in Ukraine. It got involved with its human rights structures and started to write reports on the state of human rights in Ukraine and imposed the situation in Crimea in this report, while the political status of Crimea has changed," Churkin said.
"We will have to work with them to explain the situation better," he said. "It seems to me that it is important that people hear that such an organization exists and so that they may address their concerns to this structure, so that the next report they [the UN mission] are to present in May is more objective," Churkin said.

Gazprom agreed with the proposal of the Austrian side to explore the possibility of constructing the South Stream gas pipeline in Austria, according to the official statement of the Russian holding.

"In order to optimize the South Stream project and taking into account the existing portfolio of the Gazprom contracts, we agreed with the proposal of the Austrian side to explore the possibility of constructing the pipeline in Austria under the current intergovernmental agreement, along with the ongoing work on the construction of the pipeline on the territory of Slovenia," Gazprom press-service quoted the head of corporation Alexey Miller after his meeting with Austrian partners in Vienna this Tuesday.
The South Stream project envisages the construction of a pipeline with a capacity of 63 billion cubic meters across the Black Sea to South and Central Europe. Under the current map of the project, the pipeline will come ashore in Bulgaria, then it will go to Serbia, Hungary, Slovenia, and finally arrive to the north of Italy. Theoretically the pipeline could come to Austria from Slovenia.
Austria was previously featured as one of the possible areas for the South Stream pipeline construction. But the country has decided to participate in the Nabucco project, so for the basic version of the South Stream route Gazprom adopted a draft that does not include Austria.
Later Nabucco West failed to win the right to supply Europe with Azerbaijani gas from the Shah Deniz gas condensate field, the Trans-Adriatic Pipeline (TAP) won it instead. In February, Gazprom resumed talks with the Austrian side on the further South Stream implementation.

Lo fanno sapere i media locali. In precedenza Turcinov, che oggi ha incontrato il vicepresidente Usa, Joe Biden, aveva imputato ai filorussi di aver messo la croce sopra gli accordi di Ginevra.
Accordi la cui violazione Mosca imputa viceversa al mancato controllo di Kiev sulle milizie della destra nazionalista radicale ucraina.

MOSCOW, April 22. /ITAR-TASS/. In a telephone conversation with U.S. Secretary of State John Kerry on Tuesday, April 22, Russian Foreign Minister Sergei Lavrov stressed the need for the Kiev authorities to comply conscientiously with the Geneva agreement of April 17.
Lavrov urged Kiev to “cancel the orders on the use of the army against the population, to disarm Right Sector militants and other ultranationalist groups, release protesters in the south-eastern regions from detention and stop their prosecution, and launch a comprehensive constitutional reform by taking real steps not by making declarations”.
Kerry, who telephoned Lavrov, said the Kiev authorities had already declared relevant steps towards this goal but did not provide any concrete corroborating facts.
The Russian minister and the U.S. secretary agreed to continue contacts on these issues.
Lavrov said on Monday, April 21, that the Ukrainian authorities were not complying with the Geneva agreement.
“The Kiev authorities are doing nothing, not moving a finger to eliminate the causes of the current deep crisis in Ukraine,” Lavrov said. “The Right Sector has been running things in different cities in central and western Ukraine for almost half a year, trying to spread its influence to the eastern regions by force,” he said.
”Buildings in Kiev which were seized by force at the start of the events in Ukraine have not been vacated, the streets have not been unblocked and the ‘Maidan’ [general term meaning public protests against the authorities] continues to ‘boom’, excuse the term. The leaders appointed by the Verkhovna Rada [parliament] are saying openly that the Geneva agreement does not apply to the ‘Maidan’ because the Kiev City Council or city administration has made the decision that the ‘Maidan’ may stay on and that it is legitimate. This is absolutely unacceptable,” the minister said.
The Geneva meeting on the situation in Ukraine on April 17 agreed on initial concrete steps to de-escalate tensions and restore security for all citizens.
All sides must refrain from any violence, intimidation or provocative actions. The participants strongly condemned and rejected all expressions of extremism, racism and religious intolerance, including anti-Semitism.
All illegal armed groups must be disarmed; all illegally seized buildings must be returned to legitimate owners; all illegally occupied streets, squares and other public places in Ukrainian cities and towns must be vacated.
Amnesty will be granted to protestors and to those who have left buildings and other public places and surrendered weapons, with the exception of those found guilty of capital crimes.
It was agreed that the OSCE Special Monitoring Mission should play a leading role in assisting Ukrainian authorities and local communities in the immediate implementation of these de-escalation measures wherever they are needed most, beginning in the coming days. The U.S., E.U. and Russia commit to support this mission, including by providing monitors.
The announced constitutional process will be inclusive, transparent and accountable. It will include the immediate establishment of a broad national dialogue, with outreach to all of Ukraine’s regions and political constituencies, and allow for the consideration of public comments and proposed amendments.
The participants underlined the importance of economic and financial stability in Ukraine and would be ready to discuss additional support as the above steps are implemented.

Purtroppo ero stato un facile profeta di sventura dopo l'incontro di settimana scorsa. Ritengo il governo di Kiev il vero problema e purtroppo comincio a temere che non ci sia una soluzione possibile finche' questi restano al governo. Se cominciano a uccidere troppi civili filo-russi, Putin sara' costretto ad intervenire.

“We would not like the situation in Ukraine to go overboard,” Churkin told the Rossiya 24 TV channel in an interview. “No one needs a big crisis turning into a military conflict.”
“With all their [Western partners’] periodical adventurism, they realize that peace is rather fragile now, and there is too much crisis, too much tension in different parts of the planet,” the diplomat stressed. “They don’t need the appearance of a new serious crisis, with unobvious consequences for them.”
Churkin said “this allowed our [foreign] minister Sergey Lavrov to bring [our partners] to the working out of the Geneva document at the four-party talks in Geneva. All this gives a certain hope that the document will be implemented”.
“Of course, it would be naive to suppose that all this will happen fast,” he added, though.
The Geneva Statement, adopted after last Thursday’s meeting on Ukraine that involved Russia, the United States, the European Union and Ukraine, in particular envisions that all illegal armed formations should be disarmed in Ukraine, all administrative buildings unblocked and all protesters except for those who committed serious crimes pardoned.
Ukraine saw a coup and new people were brought to power amid riots in February, whom Moscow does not recognize as Ukraine's legitimate leaders.
The crisis deteriorated when Crimea, where most residents are Russians, refused to recognize the legitimacy of the self-proclaimed Ukrainian leaders and reunified with Russia on March 18 after a referendum two days earlier in which it overwhelmingly voted to secede from Ukraine and join the Russian Federation.
After Crimea’s accession to Russia, protests against the new Kiev authorities erupted in Ukraine’s Russian-speaking southeastern regions, with demonstrators taking control of some government buildings and demanding referendums on the country’s federalization.
