LONDON, April 25./ITAR-TASS/. International rating agency S&P has downgraded Russia’s sovereign rating from BBB to BBB- with ‘negative’ outlook. S&P has explained downgrading of Russia’s sovereign credit rating from BBB to BBB - with capital flight from the country in the first quarter of 2014 and reduced capabilities to attract funding on foreign financial markets due to current Ukrainian political crisis, the agency stated.
"We believe that the complex geopolitical situation between Russia and Ukraine may lead to additional substantial outflow of both foreign and local capital of the Russian economy, undermining the already weak growth prospects," S&P said.
Russia can establish its own rating agency
Russian Economic Minister Alexei Ulyukayev believes that an investor should be given an alternative in choosing ratings.
“The thing is that the existing rating agencies - the Big Three - are called international, but they are self-named international agencies. Generally speaking, these are US agencies. They simply have gone through a certain path of development and investors find it convenient to use them,” he said.
“We cannot force investors to switch from one rating agency to another, but we should give them an alternative. An investor should decide himself what agency will be better for him to use,” Ulyukayev said, adding that not only China, but also Europe also approved a legal framework to create their own rating agency.
Earlier Russian Deputy Prime Minister Igor Shuvalov said the government had been working to reduce dependence on foreign ratings.
“We are interested in rating agencies not to be influenced by their governments or political systems and the image or the investment rating of one or other country not to be lowered as if at a command,” he said.

MOSCOW, April 25. /ITAR-TASS/. Russia will insist on respect to the Geneva accord on Ukraine and will strongly denounce attempts to distort it, Russian Foreign Minister Sergei Lavrov said at a forum of young diplomats in the Russian capital on Friday.
"We will insist on the fulfillment of the Geneva agreements and prevent attempts to distort them," Lavrov noted, adding that there "should not be any unilateral demands, but attempts were made to present them to us."
“To make claims to us that we have allegedly signed in Geneva something that delegitimises actions of current authorities is a lie,” the minister noted.
Russian Foreign Minister Sergei Lavrov plans to speak by telephone with US Secretary of State John Kerry later this Friday to discuss the situation in Ukraine.
Addressing a forum of young diplomats on Friday, the minister said he also planned to discuss with his US counterpart the fate of Pavel Guberev, elected in Donetsk as "people's governor" and currently held in custody.
The Foreign Ministry said earlier that telephone contacts between Lavrov and Kerry planned for April 23 and 24 did not take place, for reasons beyond Moscow's control.
Earlier, US Secretary of State John Kerry’s statement that Ukrainian law enforcers had allegedly seized several Russian security agents was "not serious talk", Sergei Lavrov said.
“Kerry has said many times that Ukrainian security services had captured several Russian security agents. So, show them to people, show them on television,” Lavrov added.

What current Kiev authorities are doing today is a punitive action and a crime against their own people, Russian Foreign Minister Sergey Lavrov said.
“The so-called Easter ceasefire was disrupted,” the foreign minister said, noting that “What Kiev authorities are doing today is just a punitive operation which already resulted in many victims. These are bloody crimes for which they will be held responsible".
The West wants to take control of Ukraine being guided only by their geo-political ambitions, he added.
“It is high time for Western partners to admit the truth that they do not have a monopoly for truth,” the minister noted, adding that “And this is unacceptable to make a certain picture of current events as the West want it to be. Abkhazia and South Ossetia were not planning to follow Crimea's example, Russian Foreign Minister Sergei Lavrov told a forum of young CIS diplomats on Friday.
When asked about it, the minister said he had not heard there was such intention.
"Abkhazia and South Ossetia are our partners, and we will respect the way they have chosen," he said.
Lavrov added he would meet with the Abkhazian and South Ossetian foreign ministers later on Friday.

“It is clear that this was a partially politically motivated decision and probably partly a response to the worse macroeconomic situation in which we are now,” the minister said.
“I do not believe that this will affect investors. It seems to me that this decision was included in investment expectations. I do not expect any changes,” Ulyukaev added.

"Most of the work on the preparation of "third stage" (economic) sanctions has already been done, but there are no deadlines to complete it," he stressed. According to him, the sanctions imposing "will require an individual political decision by the EU states."
"I cannot say what actions may cause economic sanctions. This means, in particular, breaches of the Geneva agreements," he added.

Russian President Vladimir Putin had a phone conversation with German Federal Chancellor Angela Merkel on Friday. The conversation was held at Merkel's initiative, Interfax reports. "The leaders of the two countries reiterated the importance of prompt negotiations on the safety of supply and transit of Russian gas involving representatives of Russia, the European Union, and Ukraine," the Russian presidential press service said in a report.

"Vladimir Putin and Angela Merkel exchanged opinions on the critical situation in Ukraine and the unwillingness of the Kiev administration to fulfill the Geneva agreements of April 17, 2014.
Vladimir Putin sharply condemned the attempts made by the Kiev regime to use the army against civilians in the southeastern regions of the country," the Kremlin press service said.
The conversation also addressed issues relating to the work of the OSCE monitoring mission in Ukraine.
Putin, Merkel discuss situation in Ukraine
Russian President Vladimir Putin and a Chancellor Angela Merkel of the Federal Republic of Germany have discussed the situation in Ukraine, including Kiev's unwillingness to fulfill the Geneva agreements of April 17.
They noted it was important to hold talks on gas supply security as soon as possible with the participation of representatives of Russia, the European Union and Ukraine, the Kremlin reports.
Russian President Vladimir Putin and German Chancellor Angela Merkel differ on the issue of the fulfillment of the Geneva agreements on Ukraine, Russian presidential aide Yury Ushakov said.
"They had a detailed discussion on the fulfillment of the Geneva agreements of April 17. I can say that they differ on some issues relating to the fulfillment of this document," Ushakov told reporters, Interfax reports.
