Gov't on major Qatar investment

(ANA-MPA) -- The government spokesman was pressed on Friday over details of an investment agreement between Greece and Qatar, dismissing reports of a "Las Vegas-style" development and the opening of a new casino in southern coastal Athens.

Spokesman Giorgos Petalotis made the statement a day after Greek and Qatari leaders signed the deal in New York City. (ANA-MPA)

In an earlier statement. the Communist Party of Greece (KKE) charged that the Qatar investment will turn the grounds at the Helliniko site -- where the runways, twin terminals, and hangers of the old Athens airport are located -- into a second "Las Vegas". According to KKE "the government's plans to turn the Helliniko area into a casino, marinas, luxury hotel complexes and private air fields have nothing to do with the needs and aggravated problems of the people."

Conversely, Petalotis pointed out that Helliniko is not included in the agreement, and pointed to mere press "scenarios", underlining that the framework of cooperation concerns development and the strengthening of the economic cooperation in specific sectors, the sector of development in particular. (ANA-MPA)

He underlined that Qatar will undertake investments of five billion euros, stressing that it is among the most reliable investors worldwide, (ANA-MPA) and added that "it is important for us to have the confidence of serious investors." (ANA-MPA)

Greek Market Edges Up On Friday

Greek market gained 0.82% on Friday, limiting its weekly losses to 0.65%

"Thin volumes reveal the extent of the liquidity drain of National Bank of Greece’s ongoing massive EUR2.8B capital raising," a trader told Dow Jones Newswires.

"I don’t think the market is sufficiently oversold at the moment to attract long-term investors," he added.

Thin volumes enhance volatility, while it is obvious that the daily performance of NBG has a great impact on sentiment, Piraeus Securities says while Eurobank Securities notes that market has somewhat re-coupled with international sentiment following a period of underperformance.

Across the board, the General Index gained 0.82% at 1,514.26 on a total turnover of 79.15 mil. euro.

98 stocks rose, 62 dropped and 132 remained unchanged.

Financials added 1.02%.

Eurobank ended +3.4%, Alpha Bank +3.2% and CCH +1.8% while NBG dropped 0.6%.

MEETING DEI MINISTRI DELLA DIFESA UE

Minister of National Defense, Mr Evangelos Venizelos, indirectly called for the use of common defense instruments that the European Union acquires the in matters of defense of national borders, witch that is at the frontiers of Europe, such as those in the Aegean and the Mediterranean. During the informal meeting of Defense Ministers of the EU in Ghent, Belgium, Mr Venizelos, stood in favor of the ‘common tanks in defense instruments’ (pooling &sharing) proposal. While posing the question as to whether they will be used only for European shipments such as the naval operation ATALANTA to deal with the pirates in Somalia or if they can be used for national purposes and in particular for the protection of national borders, which are also those of the EU.
After stating a first set the General ’strategic problems of the EU, even after the new institutional framework of the Lisbon Treaty that has still not found its way on to the international scene and has not formulated a visible security and defense policy,’ he went on to mention problems faced by countries such as Greece, with large defense expenditure.
Mr Venizelos, said this is due to the fact that there is a detected regional threat and a low sense of external security in relation to other EU countries.

The single amount of 500 million euros will be available in 2011 for direct grants towards the new investment development act, that is reformed by the Ministry of Regional Development and will be ready in mid-October. The shortage in funding is due to the finical crisis Greece is facing, plus, the massive integration of investment projects previously set for 6 billion euros. Thus, inevitably, the investment projects grants to be included in the new law will be mainly given through tax incentives, as announced yesterday directly from New York, the Prime Minister, George Papandreou According to information given, powerful tax incentives will be provided for investments in freight centers, tourism, construction and shipping.

ECB's Orphanides: EU Sovereign Crisis Opportunity Reform

ATHENS -(Dow Jones)- The crisis of budgets and deficits in Europe provides an opportunity for reform of the common currency block and Greece's tough reforms will pay off, a member of the European Central Bank's governing council said Friday.
Athanasios Orphanides, who represents the Central Bank of Cyprus at the ECB, said at a conference in Athens: "The recent sovereign crisis is also an opportunity to correct existing shortcomings in the required budgetary discipline of member states within the euro area and thus reinforce macroeconomic stability in the monetary union."
He said improved surveillance was necessary as well as a credible enforcement mechanism, with specific sanctions.
Orphanides praised the Greek government for its reform program and said that "with the successful implementation of the reforms we can look forward to a revitalization of the Greek economy."

L'ANNIVERSARIO DELLA BATTAGLIA DI MARATONA

Some 360 athletes, including 40 women, participated in the start of the Spartathlon this morning at the Acropolis in Athens. The event is a 246 km race that will end in Sparta in honour of the legendary feat performed by messenger Pheidippides, who reached the city-state in one day to ask for help in a battle against the Persians.

The Spartathlon made its debut in 1983 when former Royal Air Force official Ben Foden wanted to see if it was possible to cover the entire distance in one day. The event has become one of the most famous races in the world
Unfortunately, the past 3-times winner, Scot Jurek, of the U.S.A. has withdrawn having sent to the Association president the following message:
“Dear Chairman of the International SPARTATHLON Association,
I have to advise that, due to exhaustion, I do not feel I can fulfill the demands of the race. I wish you every success with the event and I hope I will have the opportunity to visit Greece and again run in the SPARTATHLON.”

Another signiciant absence will be that of Mary Larsen, who runs for Sweden, who has suffered a recent injury whilst preparing for the race and has failed to recover in time. We remind followers of the race that Mary achieved 4 “firsts” in 1984,1985,1989 and 1998 !
The prize awarded to every finisher is a “crown” of an olive branch and a drink of water from the river Evros.

Sparti has organised for the arrival of the “SPARTATHLETES” whilst the YOUTH & SPORTS Organisation of the Council has prepared a celebration to be held in the main square of the city on Saturday evening when the prizes will be presented to the winning athletes.

In 490 BC the Persians landed on the Coast of Attica to punish the courageous help of Athens in the revolt of the cities of Ionia. The victory under the leadership of Miltiades at Marathon forced them to retreat and guaranteed the success of classical civilisation, which played a decisive role in the Western World. Before the battle, General Miltiades sent Pheidippides to Sparta and the feat was described by the historian Herodotus. The historian, however, did not record his next exploit, which is more legendary, although physically less difficult, when the messenger ran to Athens (42km) after the battle to give news of the victory over the Persians. Fatigued by the run after having taken part in the battle, the messenger’s heart succumbed to the stress and he died. This second feat, which vanished into legend, is commemorated each year with the traditional Marathon from the victorious city to Athens in October.

Ex-ECB Papademos:Greece Not Only One W/Destabilizing Deficits

ATHENS (MNI) - Greece is not alone in facing severe and destabilizing fiscal pressure, Lucas Papademos, former European Central Bank vice president, told an audience at a conference here today.
Papademos, a Greek national who stepped down from the ECB on May 31 and now works as an informal adviser to Greece's Prime Minister George Papandreou, painted a somber picture of the problems facing many major countries in the world as a result of inflated deficits and debt that will rise sharply in coming years unless drastic action is taken.

At the same time, he lauded Greece for the measures it is taking to slash its public deficit and try to keep its already huge debt from accelerating at an uncontrollable pace. Despite his plaudits for Greece, he noted that the government could improve the implementation of some aspects of its budget-cutting and structural reform package.

He also noted that the country's efforts could be hindered by an unfavorable global economic climate spawned by the very same problems in other countries.
"As a result of the increasing and persisting fiscal imbalances, the debt will rise in most euro area countries, the UK and the US. The long-term prospects appear to be dramatic," Papademos warned.

"The point that I would like to make is that the widespread worsening of fiscal situations and prospects...underscores the importance of the implementation of credible fiscal consolidation policies in a timely manner," he added.
"The fact that other countries face potential destabilizing fiscal imbalances is not a source of comfort for Greece. On the contrary, it suggests that Greece will have to address it problems within a less favourable economic environment."

Papademos had encouraging words for his own country, saying that the draconian expenditure cuts and revenue measures implemented so far are "courageous, significant and absolutely necessary." He said the actions taken are in line with what Greece has promised and should allow the country to attain its deficit-cutting objective this year. "However, the pace and effectiveness of the implementation of some measures can be improved," he said.

And, despite what he called "remarkable" progress in "such a short period of time," Papademos acknowledged the obvious -- namely, that financial markets "are not yet convinced that the [Greek] program will be effectively implemented over the [planned] horizon. And this is reflected in the CDS and bond spreads, as well in the suggestions that debt restructuring is necessary or unavoidable."

He noted the market's concerns, including the risk of a greater contraction in Greece's economic activity, as well as political tensions and social unrest "that would threaten the implementation of further forms." He also noted as a market worry the fact that Greece's public debt is projected to increase from about 115% of GDP to nearly 150% even after the austerity program has been implemented.

"These concerns cannot be dismissed a priory," Papademos said. "But the significance of the risks and the attitude [about] the likelihood they would materialise are overestimated."
He said cited as particularly important steps the structural reforms Greece is undertaking -- in particular its reform of the pension system, which he said "addresses both the medium- and the long-term challenges of the pension system."
He added: "The significance of these reforms has not been significantly appreciated."

Greece's Finance Minister George Papaconstantinou, speaking at the same conference, sought once again to reassure investors by categorically ruling out any restructuring of Greek debt. "Any kind of restructuring is undoable and unthinkable, and it's not going to happen," he said.
