Premier Wen makes five-point proposal on China-Greece ties​

ATHENS, Oct. 3 (Xinhua) -- Chinese Premier Wen Jiabao made a five-point proposal on boosting ties with Greece during talks with his Greek counterpart George Papandreou Saturday, stressing that China is willing to work with the European country to combat the lingering financial crisis.
Wen arrived here earlier in the day, starting a three-day official visit to the country, the first by a Chinese premier in 24 years.


FIVE-POINT PROPOSAL ON BILATERAL TIES
Wen put forward a five-point proposal for the further development of China-Greece ties concerning cooperation in maritime transportation, trade and investment.
China will set up a special fund on China-Greece shipping cooperation, with the initial part of 5 billion U.S. dollars, in a bid to promote cooperation in maritime transportation between the two countries, said Wen.
He added China will help upgrade Greece's southeast and largest port Piraeus to a distributing center for Chinese exports to Europe.
Wen said he believes it is realizable for trade volume between the two countries to double and reach the goal of 8 billion dollars in five years, adding China will expand the import from Greece.
China encourages its companies to invest in Greece and also welcomes Greek companies to explore the Chinese market, said Wen, who expressed the hope that the two governments will provide convenience for their companies in terms of mutual investment.
Wen also urged the two countries to increase exchange in culture and humanities in a bid to strengthen mutual understandings not only between China and Greece, but also between China and Europe as a whole.
He also called for the two sides to coordinate closely in international organizations including the United Nations, and jointly promote the reform of the international financial system.


CHINA, GREECE INK 13 DEALS, AGREE TO DEEPEN STRATEGIC PARTNERSHIP
After their talks, Wen and Papandreou attended a signing ceremony for 13 bilateral deals, which cover areas concerning cooperation in maritime transportation, loan, telecommunication, export and cultural exchanges.
The two countries also issued a joint statement on deepening their comprehensive strategic partnership. [ Premier Wen also announced a package of measures that China will take to help the sovereign debt-ridden European country.
"China will try its best to support the eurozone countries, and support Greece to overcome the financial crisis and realize economic recovery and healthy development of fiscal policy," Wen told reporters after the talks.
Wen said China has bought and is now holding Greece's treasury bonds, and will continue to "take positive attitude to participate in the purchase of Greece's new treasury bonds."


COPING WITH FINANCIAL CRISIS AN IMPORTANT TOPIC
During his stay, Premier Wen will meet Greek President Karolos Papoulias and Parliament Speaker Philippos Petsalnikos. He will also deliver a speech at the Greek parliament on China-Greece and China-EU relations.
"Coping with the financial crisis will be an important topic for talks between Wen and Greek leaders. We have a positive attitude about the measures taken by the European Union and the International Monetary Fund," Chinese Vice Foreign Minister Fu Ying said earlier on Wen's Greece visit.
Greece's sovereign debt crisis triggered fears of a domino effect across the eurozone earlier this year.
"We have noticed that the Greek government has adopted measures which have been effective. We hope Greece will recover soon from the difficulties," Fu said.
Chinese Ambassador to Greece Luo Linquan said: "Once again, the premier will send a clear signal to the world that China will give a vote of confidence in the economic prospects of Greece and that China is taking practical action to assist Greece and the European Union in overcoming the crisis."


PAPANDREOU SAYS ENHANCEMENT OF CHINA-GREECE TIES BENEFIT BOTH
Greek Prime Minister George Papandreou said in an interview with Xinhua on Thursday that the enhancement of China-Greece ties can be of benefit to both countries.
"We will be welcoming Premier Wen and the Chinese delegation with great warmth. This is a show of a very strong strategic relationship we are developing," he said.
Noting that China and Greece both represent ancient civilizations, Papandreou suggested that the two societies become even closer by strengthening their people-to-people contacts as well as their links between academic institutions and civil societies.
"Our partnership focuses also on global challenges and effective multilateralism," Papandreou said.
Greece, Papandreou said, also values China's role in multilateral fora and organizations, adding that "China has shown on many occasions a posture of maturity and wisdom that is to be commended."
In addition to expanding exports,there are plenty of possibilities for Greek shippers, given the capacity of Greece's merchant fleet and the needs of the ever-expanding Chinese economy.
Tourism is another major field of mutual cooperation.
Papandreou said his country would be an ideal "springboard" for Chinese companies looking to do business in the region.
The trade volume between the two countries increased from 1.7 million U.S. dollars when they forged diplomatic ties 38 years ago to more than 40 billion U.S. dollars. Despite the financial crisis, Greek exports to China grew 14.9 percent last year.

China, Greece, to set up centre to cut ship CO2 emissions

China and Greece will set up a centre to look at ways of saving energy and cutting greenhouse gas emissions in the merchant navy, Chinese Premier Wen Jiabao has said.
Wen was speaking during a visit to the premises of the Chinese shipping giant Cosco at the Greek port of Piraeus, which lies next to Athens. "To modernise Piraeus, we have to make efforts to cut greenhouse gas emissions," Wen said, in comments issued in a statement.

Cosco, which won a concession to run two of the port's terminals in 2008, accounts for half of the port's commercial traffic. Wen said he had agreed with Greek Prime Minister George Papandreou to set up a "research centre devoted to the reduction of greenhouse gas emissions in the merchant navy."

Wen arrived in Athens yesterday for a two-day visit and after talks with Papandreou signed two agreements on economic cooperation in the merchant navy. Another 11 agreements were signed between Greek and Chinese companies, of which two will involve an expansion of Cosco's activities at Piraeus.

Of Piraeus, Wen added: "I am convinced that this transport centre is going to become a pearl of the Mediterranean and equally a communication bridge between China and Greece ... a modern port, a first-class port."

Greece and China agreed a year ago to reinforce their cooperation in maritime areas to help China gain greater access to European Union markets and to the Balkans via Piraeus.

"The number of containers due to pass through the port of Piraeus is going to rise this year to 800,000 containers and from now to 2015 this figure will reach 3.7 billion containers," said Wen.

"The merchant marine is an important sector of cooperation between the two countries because 60 per cent of crude oil is imported in China on Greek boats and 50 per cent of Chinese merchandise is transported on Greek boats," he added.

Greece has the largest merchant fleet in the world. During a meeting last January in Japan, 20 countries and the European Union pledged to do more to tackle the problem of global warming caused by both maritime and air transport.

Neither is covered by the Kyoto Protocol on cutting greenhouse gas emissions and according to United Nations figures merchant shipping accounts for 4.5 per cent of total emissions.
 
Chinese Premier Wen says Greece emerging from crisis

ATHENS Oct 3 (Reuters) - Greece is starting to emerge from its severe debt crisis, Chinese Premier Wen Jiabao said on Sunday during a visit to Athens.
"It is with joy that we see Greece emerging from the shadow of its debt crisis," Wen told the Greek parliament. "The financial market has started to stabilise, the budget deficit is coming down, investor confidence is increasing and a growth prospect is emerging on the horizon."
"We have every confidence in Greece's future," he said.
China offered on Saturday to buy Greek government bonds when Athens resumes issuing, in a show of support for the country whose debt burden pushed the euro zone into crisis and required an international bailout.

ATHENS Oct 3 (Reuters) - China supports a stable euro and will not reduce its holdings of European bonds, Chinese Premier Wen Jiabao said on Sunday during a visit to Athens.
"I have made clear that China supports a stable euro," Wen told Greek lawmakers. "We will not reduce the holdings of European bonds in our foreign exchange portfolio."

ATHENS, Oct. 3 (Xinhua) -- China is ready to intensify cooperation with Greece and help the country tide over its current difficulties at an early date, Chinese Premier Wen Jiabao said here Sunday.
"We applaud the efforts taken by the Greek government to tackle the international financial crisis and the debt crisis. And we support the measures taken by the European Union and the International Monetary Fund in this regard," Wen said during a speech at the parliament.


The premier, who arrived in Athens on Saturday on a three-day official visit, said "we hope that by intensifying cooperation with you, we can be of some help in your endeavor to tide over difficulties at an early date."
Since the beginning of this year, the two countries have signed 20 cooperation agreements and business contracts, he said, adding that Greek exports to China in the first half of this year doubled compared with the same period last year.


Wen suggested that the two countries expand cooperation in four fields.
China and Greece, he said, should broaden bilateral trade, actively explore new areas of trade, and strive to double their bilateral trade volume to 8 billion U.S. dollars in five years.
China would like to import more products that meet the demand of the Chinese market, such as olive oil and wines, so as to "make our bilateral trade not only bigger, but also more balanced," he said.


The two countries should deepen maritime cooperation as well, Wen said, adding that China will work with Greece to manage well the Piraeus Container Terminal and increase its capacity to 3.7 million TEUs by 2015. TEU stands for 20-foot equivalent unit.
Beijing encourages Chinese businesses to conduct logistic cooperation with Greece and Chinese financial institutions to provide financing services for small- and medium-sized Greek ship-owners for the building and repair of ships in China, he said.


China also supports the establishment of a research center on emission reduction and energy conservation of ships, the premier said, noting that these measures would give a boost to bilateral cooperation on navigation safety and exhaust emissions reduction of ships.


China and Greece should promote investment cooperation, Wen said, adding that the two nations should push forward trade and investment facilitation and create better conditions for cooperation between their enterprises.
China encourages capable enterprises to set up businesses in Greece and would like to send a trade and investment promotion group to Greece as early as possible to seek cooperation projects in infrastructure and new energy sources, he said.


The premier also called on China and Greece to expand tourism cooperation. China welcomes greater tourism promotion efforts by Greece in China and hopes to jointly explore measures to facilitate tourism cooperation, he said.
Wen regarded Greece as a glamorous country which he always longed to visit, saying that "Although this is my first time to set foot on your soil, Greece is not unfamiliar to me. I read stories about ancient Greece when I was a boy."


The Greek civilization has left invaluable assets to humanity, he said, adding that "Arisototle's famous line 'Plato is dear to me, but dearer still is truth' has given me constant inspiration."
When Greek civilization was at its height, China also was at a time "which called for giants and produced giants." During that period a hundred schools of thoughts including Confucianism, Taoism, Mohism, and Legalism flourished, heralding an era of intellectual prosperity in Chinese history, Wen said.


The Chinese civilization and Greek civilization had made major contributions to the development of world civilization, he said.
"The Greek people encountered many vicissitudes in their long history and won numerous glories through strenuous efforts. I believe that a nation like yours is invincible," Wen said.
"In the once-in-a-century financial crisis that has battered the world economy in the last two years, both China and Greece have stood the test," he said.


"We are pleased to note that Greece is coming out of the shadow of sovereignty debt crisis. Your financial market is stabilizing, fiscal deficit is fast coming down, investors' confidence is returning and the prospect of recovery is encouraging," he said.


China and Greece enjoy a long-running friendship. Since the establishment of diplomatic ties in 1972, the Greek government and people have been steadfast in support to China on issues concerning its major interests, which the Chinese people would never forget, Wen said.
As a friend of Greece, China is firm in supporting Greeks and will contribute through strengthening cooperation to help the country through its difficulties, Wen said.
