GRECIA VINCE IL PASOK
Confermata la fiducia del governo, ma consenso in calo

ATENE - Il partito socialista greco Pasok ha vinto ieri di un soffio le elezioni amministrative, trasformatesi in referendum nazionale sulla politica del governo, in sette delle tredici mega- regioni, secondo i dati ufficiali su una media del 94% dei voti contati.

Il premier Giorgio Papandreou si è dichiarato soddisfatto di un risultato che mantiene ancora leggermente in testa il Pasok dopo un anno di crisi e proteste sociali per i tagli a salari e pensioni. E ha spazzando via l'ipotesi, da lui stesso evocata di possibili elezioni anticipate in caso di sconfitta. «Il popolo che ci portò al potere un anno fa ha confermato che vuole il cambiamento, e quindi proseguiremo subito per la nostra strada e i nostri obiettivi» ha detto ieri sera Papandreou commentando a caldo i primi risultati.

Ma l'opposizione sottolinea il magro risultato, che riduce dal 10% delle politiche al 2,5% il vantaggio del Pasok nei confronti del secondo partito Nuova Democrazia (ND, centrodestra) e fa crescere sensibilmente il Partito comunista (Kke), che supera l'11% contro il 7,5% delle politiche in mezzo ad una forte astensione di circa il 40%. Ciò dimostrerebbe, secondo l'opposizione di destra e di sinistra, che «gli elettori hanno respinto la politica di austerita»' varata dal governo insieme a Ue e Fmi.

Greece escapes snap general elections after local poll​

ATHENS, Nov. 7 (Xinhua)-- Greek Prime Minister George Papandreou ruled out calling a snap parliamentary election in the coming weeks, following a satisfying outcome of Sunday's first round of nationwide local elections.
"Today voters confirmed their will for change. We will continue our work," Papandreou said, commenting on the results of municipal and regional elections which had turned into a referendum for the socialist government's austerity policies.


Just over a year since Papandreou's socialist party (PASOK) triumphed in the general elections, Papandreou threatened to dissolve parliament if the first round of regional elections failed to give him a mandate to pursue budget cuts and reforms agreed on in May under a multi-billion-euro financial aid package from the European Union (EU) and International Monetary Fund (IMF)to save the country from bankruptcy.


Papandreou's PASOK did not suffer heavy losses, but instead has a wide lead in the local polls, according to early official results released by Greek Interior Ministry officials.


With more than ten percent of votes counted, PASOK candidates were ahead in eight of the crucial 13 races for regional governors, including the most important and densely populated Attica region.
The main opposition conservative New Democracy (ND) party was ahead in the other five regions.


Since no candidate in any of the 13 regions has secured a majority of 50 percent plus one to be elected in the first round of local elections, a run-off between the top two candidates will be held next Sunday.


PASOK-backed candidate Yiannis Sgouros led the race for the head of the Attica region with 24 percent of valid votes. ND candidate Vassilis Kikilias got 20.6 percent and independent Yiannis Dimaras, who mostly expressed voters' anger over austerity policies, got 15.7 percent.


Dimaras was expelled from PASOK's parliamentary group this summer when he voted against the deal the government struck in May with the EU and IMF to receive a 110 billion-euro (154.4 billion U.S. dollar) bailout in exchange for austerity measures to tackle an acute debt crisis that threatened the country with bankruptcy.


In Athens, the largest municipality in the country, ND-supported incumbent Athens mayor Nikitas Kaklamanis led with 34.9 percent of valid votes after 21 percent of votes had been counted.


In Piraeus, Yiannis Mihas backed by PASOK was ahead with 30 percent of the votes, and conservative Vassilis Mihaloliakos got 23.16 percent.
About 40 percent of voters did not show up at the polling stations, and about 10 percent of those who voted spoiled their papers, according to official data. At voting stations, many said they were dissatisfied with the current political system.


Papandreou called on Greeks to go to the polling stations in the second round, saying all Greeks should support the course of reforms to get through the acute economic crisis.


Greek political analysts stressed that even though Greeks are disappointed and angry with the government's economic policy, they do not want early general elections that could create a climate of uncertainty which could threaten the country's prospects of exiting the crisis in three years.


According to a survey conducted by SKAI television channel, which as released after the end of the first round of local elections on Sunday, 81 percent of more than 1,000 voters who took part in the poll are opposed to general elections.


Local commentators pointed out that whatever the outcome of the local elections and the premier's decision would be, the ruling and opposition political parties should pay attention to voters' discontent with the political system as demonstrated by the big abstention from the polls.

The threat of a general election had rattled financial markets, with fears that the Greek government would not be able to follow through on its unpopular budget drive.

Welcome news for markets

Risk premiums on Greek government debt had risen in advance of the elections because of political uncertainty and the news was broadly welcomed by observers.

Papandreou had at no stage indicated the criteria he would use to decide whether or not to call a fresh general election.
The government was forced to adopt a program of pay cuts, tax rises and a freeze in pensions - prompting strikes, riots and protests - after state finances were revealed to be far in a far worse state than expected earlier this year.
Those reforms were agreed as part of 110 billion euro ($154.4 billion) bailout package from the International Monetary Fund and the European Union in May.
The Greek economy, which represents about 2.5 percent of that of the euro zone, is expected to shrink by 4 percent this year.

ATENE (Reuters) - Il primo ministro greco George Papandreou ha escluso oggi il ricorso alle elezioni anticipate dopo aver guadagnato abbastanza consensi in elezioni locali da decidere di poter proseguire nel suo programma di radicale austerity.
La minaccia di elezioni anticipate aveva reso instabili i mercati e gli analisti dicono che la sua decisione ha eliminato le incertezze nel breve termine.
Le prime stime ufficiali vedono il partito socialista di Papandreou (Pasok) in testa in sette delle tredici regioni, col centrodestra di Nuova Democrazia in vantaggio nelle altre, anche se alcune sfide sono molto incerte e quasi tutte si decideranno domenica prossima al ballottaggio.
"Fare cambiamenti non è facile. Il popolo greco ci ha voluto al potere un anno fa e oggi ha confermato di volere questo cambiamento. Proseguiremo domani con il nostro compito", ha detto Papandreou in un messaggio alla nazione trasmesso dalla televisione.
Papandreou aveva minacciato di sciogliere il Parlamento, circa un anno dopo essere salito al potere, se il primo turno delle elezioni regionali non gli avesse riconosciuto il mandato per proseguire nei tagli al bilancio e nelle riforme concordate in maggio, in base ad un prestito da 110 miliardi di euro da parte di Ue e Fondo Monetario per evitare alla Grecia la bancarotta.

ATENE - Anche se per un soffio, il partito socialista greco (Pasok) ha vinto le elezioni amministrative, trasformatesi in referendum nazionale sulla politica economica del governo: la formazione del premier George Papandreou si è aggiudicato sette delle 13 mega-regioni, un risultato che spazza via l'ipotesi di possibili elezioni anticipate, ventilata dallo stesso primo ministro.

Dopo un anno di crisi e proteste per i tagli a salari e pensioni, l'elettorato ha confermato la propria fiducia nel Pasok. "Il popolo che ci portò al potere un anno fa ha confermato che vuole il cambiamento, e quindi proseguiremo subito per la nostra strada e i nostri obiettivi", ha commentato il primo ministro ribadendo che la priorità dell'esecutivo rimane "rimettere in sesto le finanze pubbliche, con l'abbattimento del deficit e il controllo del debito". Il premier ha tuttavia sottolineato come il tasso di astensione (circa il 45%, in un paese in cui il voto è in teoria obbligatorio) "dovrà porre un problema " alla classe politica ellenica.

Ma l'opposizione sottolinea che la tornata amministrativa riduce dal 10% delle politiche al 2,5% il vantaggio del Pasok nei confronti del secondo partito Nuova Democrazia (ND, centrodestra) e fa crescere sensibilmente il Partito comunista (Kke), che supera l'11% contro il 7,5% delle politiche. Questi numeri, uniti all'altissimo tasso di astensione, dimostrano secondo l'opposizione di destra e di sinsitra, che "gli elettori hanno respinto la politica di austerità" varata dal governo insieme a Unione europea e Fondo monetario internazionale.

Il Pasok conquista in particolare la regione cruciale dell'Attica, il Peloponneso e Creta, ma perde a vantaggio del centrodestra, come previsto, nell'importante Macedonia centrale e nelle due città più importanti, Atene e Salonicco.

Quasi 10 milioni di greci erano stati chiamati ieri alle urne per eleggere i nuovi amministratori locali sulla base della riforma voluta da Papandreou. Ne sono usciti i sindaci e i consiglieri comunali di 325 municipi, invece dei 1034 preesistenti, e di 13 mega-regioni che sostituiscono le precedenti 57 province.

PAPANDREOU VINCE LA SFIDA DELLE REGIONALI

Scampato pericolo. In Grecia alle regionali i socialisti di Georges Papandreou hanno mantenuto, sebbene di poco, il vantaggio sul centrodestra. Il paventato ricorso alle legislative anticipate non ci sarà.
Papandreou aveva trasformato le amministrative di ieri in un test sull’appoggio dato alla rigida politica di austerità adottata dal suo governo. I risultati parziali gli hanno dato ragione.
“Gli elettori ci hanno dato un mandato un anno fa perché rendessimo possibile il cambiamento” ha detto. “Oggi lo hanno confermato e ci chiedono di andare avanti. Da domani torneremo al lavoro”.


Ma l’opposizione di Nuova Democrazia dà un’interpretazione ben diversa del risultato elettorale. I greci avrebberro dato fiducia al governo esclusivamente per evitare di andare al voto in un momento di crisi.
“La maggior parte di quanti sono andati a votare condanna la politica di Papandreou” ha detto il leader dell’opposizione Antonis Samaras. “E quelli che non sono andati a votare hanno rifiutato il ricatto alla base di queste elezioni”.


Stando ai sondaggi circa l’80% della popolazione sarebbe contraria alle elezioni anticipate. Ma il voto di ieri ha fatto registrare anche un notevole tasso di astensionismo, attorno al 50%. Un secondo turno – previsto per il 14 novembre – sarà comunque necessario in tutte le regioni.
