Issing: Greece Needs To Reschedule, But Not Now



German economist Otmar Issing told Reuters that Greece will ultimately need some form of debt restructuring, but not now.

"The question is about contagion effects. If one country fails, the next might next join and markets might test one country after the other”, Issing said. “So on Greece, finally some restructuring will be needed but it should happen in somewhat more calm times", he added.

The former European Central Bank executive also stated that the Franco-German agreement at Deauville killed any effective reform of the stability pact.

He added that the only hope for the eurozone now was for financial markets to put pressure on governments “which means that in the future private investors buying bonds from different countries must be aware that they take a risk, a sovereign debt risk and this will create spreads", according to Reuters.

(AGI) Atene - La Grecia e' bloccata dal primo sciopero generale deciso quest'anno contro le misure di austerita' varate dal governo. Paralizzati i traffici marittimi, i treni e i trasporti urbani ad Atene, fermi per 4 ore i voli aerei.
Lavorano a scartamento ridotto scuole ed ospedali, chiusi uffici pubblici e banche. Aderiscono allo sciopero anche commercianti e giornalisti .

Greek Banks Help ASE Rise






Greek Stocks move upwards on Wednesday, following a two-day decline with cumulative losses of 5.6%.

The banking sector remains the centre of attention, while Eurobank and Hellenic Postbank top FTSE20’s profits, posting gains of up to 5% and 4.6% respectively. National Bank and Alpha Bank moves between profits and losses.

Pegasus Securities considers the two-day 5.6% correction as quite significant, anticipating that the market will most likely react, even if this is on a short-term basis.

Eurobank Equities comments that global sentiment remains fragile and domestically lack of news flow does not allow a major reversal of the trend, while Kyprou Securities is cautious on the ASE as the international environment is not supportive on Greek equities at the moment.

Geopolitical concerns and delays in the much awaited developments in the Greek banking sector have dented investors’ sentiment”, according to Marfin Analysis, while Piraeus Securities also considers market sentiment as weak at the moment.

Across the board, the General Index is at 1637.61, up 1.13% in a turnover of EUR50mn. A total amount of 74 shares rise, 20 decline and 40 remain unchanged.

Banks are at 1482.50 units, up 1.87%. Hellenic Postban and Eurobank climb by 6.03% and 4.78% respectively, while Piraeus Bank and Bank of Cyprus rise by 3.7% and 2.52% respectively.

Grecia, sciopero mette alla prova le riforme del governo

ATENE (Reuters) - Negozi con le serrande abbassate e paralisi dei trasporti pubblici in tutta la Grecia oggi per il primo sciopero nazionale dell'anno contro le misure di austerity messe in atto dal governo per contrastare la crisi economica.

Nelle 24 ore di protesta, il personale ospedaliero sarà ridotto, le scuole resteranno chiuse e il trasporto pubblico sta subendo rallentamenti. Tra le 10 e le 14 (tra le 11 e le 15 italiane), soltanto i voli di emergenza saranno consentiti e le navi resteranno ancorate ai porti per tutto il giorno.

La tv di Stato sta mandando in onda documentari, le radio solo musica e anche i giornalisti incrociano le braccia.
"Questo sciopero darà il via a una serie di proteste quest'anno che vedranno la partecipazione di lavoratori, pensionati e disoccupati. Siamo contrari a queste politiche che di certo porteranno alla povertà e spingeranno l'economia verso una profonda depressione", ha detto a Reuters Ilias Iliopoulos, segretario generale del sindacato del settore pubblico Adedy.

"Ci aspettiamo un'adesione notevole", ha detto.

Lo scorso anno, il governo socialista ha ridotto i salari e le pensioni e ha aumentato le tasse nonostante i molti scioperi, in cambio di un prestito da 110 miliardi di euro da parte di Unione Europea e Fondo monetario internazionale che ha consentito alla Grecia di evitare la bancarotta. Inoltre questo mese è stata approvata una nuova tranche di aiuti da 15 miliardi di euro in cambio di un obiettivo più rigido per quanto riguarda le procedure di privatizzazione.

Il governo ha sollecitato gli organizzatori a far sì che le proteste si svolgano in modo pacifico.

Lavoratori, studenti e pensionati si sono radunati nel centro di Atene e dovrebbero raggiungere in corteo il Parlamento per protestare contro le misure di austerity.

Lo scorso novembre, il tasso di dicoccupazione ha toccato un nuovo record ai massimi di sette mesi, al 13,9%, e l'economia ha registrato una flessione del 4,5% nel 2010, nel secondo anno di seguito di profonda recessione.

Decine di migliaia di persone hanno raggiunto in corteo il Parlamento lo scorso 15 dicembre e centinaia si sono scontrate con la polizia nella manifestazione di protesta più massiccia e più violenta da quando tre persone morirono lo scorso maggio.

ATHENS, Feb 23 (Reuters) - Greek police clashed with protesters on Wednesday as thousands of workers marched to parliament to protest against austerity policies aimed at helping the country cope with a huge debt crisis.

Riot police fired several rounds of teargas and flash bombs at protesters hurling petrol bombs in front of parliament as crowds of striking protesters ran for cover.

Public and private sector employees' 24-hour strike grounded flights, shut down schools and paralysed public transport in this year's first nationwide walkout against cost cuts.

About 35,000 Greeks marched through the streets of Athens chanting "We are not paying" and "No sacrifice for plutocracy". In four places across the city, police fired teargas to disperse demonstrators hurling stones and plastic bottles at them.

Police said one journalist was slightly injured by a petrol bomb. Protesters broke marble sidewalks for rocks to throw at police, set garbage cans on fire and damaged bus stops.

Others unfolded a black banner reading "We are dying" in front of parliament.
"We've reached our limits! We can't make ends meet," said 60-year old Yannis Tsourounakis, who has three children and is unemployed. "Our future is a nightmare if we don't overturn these policies."

The Socialist government cut salaries and pensions and raised taxes last year despite repeated strikes, in return for a 110 billion euro ($150 billion) bailout by the European Union and the International Monetary Fund that saved Greece from bankruptcy.

Greece's international lenders approved this month a fresh, 15-billion-euro tranche of the aid, but set a tougher target for privatisation proceeds and called for more structural reforms.

"This strike kicks off a wave of protests this year with the participation of workers, pensioners and the unemployed. We are against these policies which are certainly leading to poverty and pushing the economy into a deep recession," Ilias Iliopoulos, general secretary of public sector union ADEDY, told Reuters.

Markets are watching for any derailment Greece's fiscal efforts. Analysts say strikes are unlikely to make the government, which has a comfortable majority in parliament, change course but turnout in protests is a way to gauge its popularity.

"The government has no room to change policies," said Costas Panagopoulos, head of ALCO pollsters. "But most Greeks believe the burden is not equally shared and this is a problem."

Private sector union GSEE and its public sector sister ADEDY, which represent about 2.5 million workers or half the country's workforce, have vowed to resist austerity measures, saying they are killing the economy.

"We can't take it any more. I have been looking for work for many months while others are eating with golden spoons," said Thanos Lykourias, 27.

China and Greece on Wednesday vowed to enhance cooperation in harbor construction, shipping and marine technology.
The pledge was made during a meeting between Chinese Vice Premier Zhang Dejiang and Greek Minister of Maritime Affairs, Islands and Fisheries Ioannis Diamantidis.
Zhang said the two countries have carried out good cooperation in these areas, which is in their common interest. He hoped the two sides would strengthen exchanges and deepen cooperation in these areas.
Diamantidis said Greece attached high importance to its relationship with China. The Greek government and the shipping sector want to maintain close cooperation with the Chinese side, and consolidate their substantial cooperation in harbor construction and marine technology, he said.

Reasons For Alpha Bank΄s Rejection



Banking sources noted that National Bank’s approach wasn’t appropriate despite the friendly nature of its proposal for a merger with Alpha Bank.

According to Capital.gr sources, the fact that the proposal was mainly promoted by consultants, made it no different from an aggressive move.

At the same time, an important role in Alpha’s retreat played the negative stance of the bank’s personnel. Both banks’ working unions complained strongly to the administrations about not being informed about the banks’ negotiations.

Additionally, the same sources note that Alpha Bank decided to reject the proposal as an attempt to achieve a better deal or because of risk for a larger portfolio of government bonds.

However, competition bankers comment that merger in the banking sector are inevitable this year. Despite Alpha Bank’s decision, it is rumoured that the bank is starting talks with Eurobank, while National Bank seems not eager to abandon its plan for a merger with Alpha.

They stressed the importance of interbank lending market opening, noting that if the targets of Memorandum are achieved in the second quarter of 2011, a restructuring of the Greek banking sector will be possible.

The governor of the Bank of Greece G. Provopoulos said on Tuesday that the central bank wants to see preplanned friendly mergers in the banking system that can unlock significant synergies.
