Tougher to do business in Greece
Country falls 12 places in global ranking; gov’t fails to implement its promises to simplify steps
Greece slipped 12 places to position number 109 on a global index assessing 183 countries based on how easy it is to do business there.
The Doing Business index, put together by the World Bank, showed that Greece lost ground in eight of the nine business fronts assessed in the 2011 report.
The Greek government failed to complete any positive reforms in the last 12 months, according to the report, which did point out that one change had been implemented.
“Greece made transferring property more costly by increasing the transfer tax from 1 percent of the property value to 10 percent,” the report said.
Following the latest drop, Greece now ranks below countries such as Ethiopia, Papua New Guinea and Bangladesh.
Regarding points given for starting up a business, Greece fell to position number 149, from 140 last year, as government plans to simplify procedures failed to provide any impetus.
To start up a limited liability company in Greece, 15 steps are required that require 19 days, placing the country in the last 10 nations globally.
Comments last year by Louka Katseli, who was then serving as economy minister, that Greece would climb 10 places on the Doing Business index after the simpler procedures were implemented, now seem way off the mark.
Countries such as Afghanistan, Azerbaijan, Peru and Rwanda may have gone ahead and set up one-stop-shop services, helping companies to do business, but in Greece this has yet to occur.
Apart from difficulties in launching business operations, Greece also scored very poorly as to the ease with which a business can shut down. The report put Greece in position number 49 when it comes to closing a firm, down from position number 43 last year.
Topping the global list for the fifth straight year was Singapore, followed by Hong Kong, New Zealand and the UK.

Consumer confidence at record low
Greece’s economic sentiment improved slightly in October as improved expectations in the construction sector helped to offset record-low consumer confidence.
The Foundation for Economic and Industrial Research (IOBE) said its economic climate index, based on business expectations subindices covering industry, construction, retail trade, services and consumer confidence, rose to 67.3 from 66.6 points in September.
Sentiment in the industrial and services sector improved last month on the back of improved business expectations along with a ‘fairly important’ upturn in the mood in business construction.
‘Consumers are disappointed due to economic developments; there is widespread insecurity stemming from their personal financial status and the general economic situation, resulting in even more restrained spending,’ IOBE said in a statement.
Across the European Union’s 27 member states, economic sentiment rose in October to 104.1 points, from 103.6 in the previous month.

Ministers ‘dodge’ PASOK campaign
As Prime Minister George Papandreou continued to tour the country in a bid to drum up support for PASOK’s candidates in Sunday’s local elections, there were rumblings in the Socialist party about the reluctance by some ministers to be seen publicly supporting the campaign.
Papandreou yesterday visited Thessaloniki, where PASOK is backing independent candidate Yiannis Boutaris for the mayoral contest and former Socialist minister Markos Bolaris in the race to become Central Macedonia governor. Bolaris is up against the popular conservative Thessaloniki Prefect Panayiotis Psomiadis but PASOK is hopeful that their man will be able to force the New Democracy candidate into a second round, to be held on November 14.
Sources within the party said that some members of the government were unhappy that Defense Minister Evangelos Venizelos, a Thessaloniki MP and former rival of Papandreou’s for the party leadership, was in Bulgaria on official business yesterday rather than taking part in the election campaign. There has also been disquiet in the Socialist party about the absence of some other ministers from the campaign front line.
Papandreou has said he could call general elections if the result on Sunday makes poor reading for PASOK, but government spokesman Giorgos Petalotis tried to dampen the election talk yesterday. “Let’s wait for the results and then we’ll see,” he said.
Speaking at a rally for Vassilis Kikilias, ND’s candidate in the Attica region, conservative leader Antonis Samaras accused Papandreou of using the prospect of snap elections to pass the buck. “Maybe he is trying to escape; maybe he intends to quit,” said Samaras, who sent letters to ND’s 800,000 members, calling on them to support the party’s candidates.

Alcuni esponenti della destra hanno appoggiato Papandreou in Parlamento.
La Sinistra è sempre quella che risana, la Destra spende e rovina i bilanci pubblici ...
