Romania's 11-mo cons budget gap narrows to 4.2%/GDP

BUCHAREST (Romania), December 28 (SeeNews) - Romania's consolidated budget was in deficit equivalent to 4.2% of the gross domestic product (GDP) projected for 2022 at the end of November, compared to a budget gap of 4.7% a year earlier, the finance ministry said.

Consolidated budget deficit totalled 58.7 billion lei ($12.7 billion/11.9 billion euro) at the end of November, as revenue rose 21.8% year-on-year in the eleven months through November to 416 billion lei, whereas spending increased by 19.4% to 474.7 billion lei, the finance ministry said in a statement on Tuesday.

Tax revenue rose by an annual 18.8% in the January-November period, social security contributions grew 10.3% and VAT proceeds increased by 17.9%. Excise duty revenue grew by 3.4%, mainly due to higher revenue from energy products excise.

Amounts reimbursed or granted by the EU totalled 39.2 billion lei in the first eleven months of 2022, up 33% on the year. Investments amounted to 56.2 billion lei, up 27.2%.

In November, the government lowered its 2022 budget deficit projection to 5.74%/GDP from previously estimated 5.84%, in a revision of the state budget for 2022.

Romania closed 2021 with a consolidated budget deficit of 6.72%, compared to a budget gap of 9.61% in 2020.

Romania is under an excessive deficits procedure by the European Commission applicable since April 2020 because it has exceeded the EU's 3% budget deficit threshold set by the Maastricht Treaty.

Romania to halt fuel price compensations as of Jan 1 - PM

BUCHAREST (Romania), December 28 (SeeNews) - Romanian prime minister Nicolae Ciuca said on Wednesday that the government, alongside fuel distribution companies, will stop covering 0.5 lei ($0.11/0.10 euro) of the price of a litre of petrol and diesel at the pump as of January 1.

The compensation is being abolished because fuel prices have dropped and are now stable, Ciuca said in a live-streamed statement ahead of this year's last cabinet meeting.

"Though initially the decision did not seem to be an effective one, we can now see that it was a good measure, as the fuel price reached the same level as before we started to compensate. Therefore, we announce that as of January 1, the measure will no longer be enforced," Ciuca said, adding that the government is ready to reintroduce the compensation in case of a new price surge.

The government first announced the three-month compensation scheme estimated to cost a total 2 billion lei ($430 million/404 million euro) in June. Half of the 0.5 lei per litre has been covered by the state, with the other half contributed by fuel distribution companies. In September, the measure was extended by three months until the end of the year.

In June, Euro95 petrol price reached 1.747 euro ($1.86) per litre at the pump in Romania, while the price of diesel was 1.868 euro per litre, according to international freight exchange portal Cargopedia.net. Currently, Euro95 petrol sells at 1.320 euro per litre at the pump in Romania, while the price of diesel is 1.559 euro per litre, according to Cargopedia.net.

The fuel excise duty is set at 1,892 lei for 1,000 litres of unleaded petrol and 1,734 lei for 1,000 litres of diesel, according to finance ministry data.
