Venezuela asked the IMF for $5bn to fight coronavirus under the RFI, which is free of traditional conditionality. The RFI still requires "cooperation" with the IMF and describing planned policies. Not sure Venezuela can meet these requirements

) More importantly, the IMF can ask for "prior actions" in a RFI, which basically means policy changes the country needs to make to get any funds. I doubt IMF staff or the executive board will come to an agreement with Venezuela.
