Crisi/ Ecofin discuterà aumento fondo stabilizzazione eurozona


Bruxelles, 6 dic. (Apcom) - La situazione sui mercati dopo la fragile tregua seguita venerdì al messaggio tranquillizzante (e soprattutto all'acquisto 'calmierante' dei titoli di Stato dei paesi più a rischio) da parte della Banca centrale europea; le prospettive di un nuovo intervento, dopo quello per l'Irlanda, anche per il Portogallo, da tempo nel mirino della speculazione come prossima vittima designata; e un confronto, che si annuncia piuttosto teso, sulla proposta di aumentare 'sostanzialmente' - o addirittura raddoppiare - l'ammontare del fondo di stabilizzazione Ue-Fmi a partire dal 2013 e forse anche prima: al di là dell'agenda ufficiale che non ne fa cenno, sono i punti più importanti di cui dovrebbero discutere i ministri delle finanze dell'Eurozona e dell'Ecofin nelle loro riunioni a Bruxelles, rispettivamente oggi pomeriggio e martedì (per l'Italia è prevista la partecipazione del ministro dell'Economia, Giulio Tremonti).

Ieri sera, cena informale tra il presidente della Commissione Europea, José Manuel Barroso, il presidente 'permanente' del Consiglio europeo Erman Van Rompuy, il presidente dell'Eurogruppo Claude Juncker ed il ministro belga della Finanze e presidente di turno dell'Ecofin, Didier Reynders, per preparare la sequenza di riunioni dei ministri delle Finanze dell'Eurozona e della Ue, ed il vertice dei capi di Stato e di governo dei ventisette del 16 e 17 dicembre, sempre nella capitale belga.

Contatti anche con il direttore generale del Fmi Dominique Strauss-Kahn, normali per preparare le discussioni dei ministri finanziari, soprattutto quando i mercati sono estremamente nervosi e volatili come nelle ultime settimane.

Barroso: Next loan tranche certain




European Commission President Jose Manuel Barroso, speaking to reporters shortly after meeting Prime Minister George Papandreou in Brussels on Monday, praised Athens for its efforts to combat a severe debt and deficit plaguing the country.

"Let me pay tribute to what Prime Minister Papandreou has achieved since taking office...he is delivering, not just committing," Barroso said.

On his part, Papandreou stressed that Greece is experiencing a difficult phase, adding that "historic changes" are being promoted that will have positive repercussions on the Greek economy. He also said that the target is exiting from the memorandum in 2013, stressing that Greece is on a good path.

The Commission president underlined the constructive way with which the government is handling the Greek economy's problems and the new impetus that it has provided for the country, stressing that Greece is in a phase of reconstruction.

He further said the fiscal deficit is de-escalating at a speedy rate, inflation is being stabilised and the country's competitiveness is gradually increasing.

Barroso appeared certain that on Jan. 19 the Council of eurozone finance ministers will approve the next tranche of eurozone countries' loans to Greece, amounting to 6.5 billion euros and, as he said, earlier, at the end of December, approval will have preceded for the disbursement of 2.5 billion euros from the IMF.

The Commission president also noted that more efforts will be necessary for the Greek economy's restructuring in the coming years and expressed an appreciation for the courage shown by the Greek people, as he said, as well as the bold reforms that being promoted in the country. Referring to the Greek prime minister, he thanked him because "he steadfastly supports the EU's methods in the decision-making procedures."

Papandreou said the changes being promoted in Greece benefit the Greek economy and the eurozone / EU. On the question of a European support mechanism, Papandreou expressed support for its creation through a limited reform of the Lisbon Treaty. He also said that, in relation to the creation of this mechanism, numerous proposals have been submitted, both by the member-states and the European Central Bank.

On the question of issuing of eurobonds, he said Greece has repeatedly expressed its support for this idea. Barroso also noted, regarding the issuing of eurobonds for the financing of major infrastructure projects in the EU, that he has expressed his support in the past.

Regarding the all-important issue of the extension of loans that Greece has received from the EU and the IMF, Barroso cited the political decision taken a week ago by the EU's finance ministers, appearing certain that the technical details remaining will be resolved so that an extension for Greece will be approved soon.

Papandreou told reporters that issues he discussed with Barroso included the acceleration of the utilisation of EU funds in this difficult economic period.

Lastly, the prime minister said he also discussed with the Commission president the issue of Cyprus, the question of Turkey's relations with the EU and Greece, and the European prospects of the western Balkan states, as well as Frontex's presence in Greece.

Papandreou further said the existing system of granting political asylum in Greece will be reformed soon and stressed that many migrants are victims of migrant traffickers.

Government on labour relations


ΑΝΑ-ΜPΑ/A relevant "draft law will be finalised after consultation with social partners is completed, because an agreement, shared by all interested sides on the form of labour relations that should exist in the economic crisis we are experiencing, is very important", government spokesman Giorgos Petalotis said on Monday.

The social partners' consensus and understanding is regarded as a necessary element, the urgency of which should also be considered by the partners themselves, he said, adding that "walking out of discussions leads nowhere".

Petalotis stated that there is no deadline underlining, however, that an understanding should be reached soon and that the government wants to have the draft law finalised and submitted as soon as possible.

Zona euro, necessaria soluzione globale per crisi - Fmi

ATENE, 7 dicembre (Reuters) - La zona euro deve trovare soluzioni di vasta portata per la crisi del debito in quanto affrontare i problemi di un singolo stato per volta non è un buona soluzione.

Lo ha detto il direttore del Fondo Monetario Internazionale Dominique Strauss-Kahn che definisce "seria" la situzione in Europa, la cui crescita e la ripresa procedono a passo lento, ma si dice fiduciso che verranno prese le giuste decisioni.
In questo quadro, secondo il numero uno del Fondo, diventa necessario che la zona euro riesca a raggiungere una crescita del 3-4% nei prossimi anni.

"La zona euro deve fornire una soluzione completa a questo problema. L'approccio frammentario non va bene", ha detto Dominique Strauss-Kahn parlando con i giornalisti dopo l'incontro con il premier greco George Papandreou.

Relativamente alla Grecia, il paese deve tornare a crescere, implementando le riforme del mercato del lavoro e contrastando l'evasione fiscale. E' in gioco il suo futuro ed è necessario un consenso a livello politico, ha aggiunto Strauss-Kahn.

Tremonti difende proposta E-bond, non implica modifica trattati

BRUXELLES, 7 dicembre (Reuters) - Giulio Tremonti difende la proposta di emettere bond europei lanciata dalle pagine del Financial Times insieme al lussemburghese Jean-Claude Juncker ed esprime disaccordo rispetto alla tesi tedesca che per queste emissioni sia necessaria una modifica dei Trattati.


In conferenza stampa a Bruxelles al termine dell'Ecofin, il ministro del Tesoro si dice infatti convinto che "la proposta sugli E-bond andra' lontano" e aggiunge che "procedere per risolvere la crisi della zona euro paese per paese non e' sufficiente, serve una proposta europea".


In polemica con il cancelliere Angela Merker e con il suo ministro delle Finanze Wolfgang Schaeuble, Tremonti ribadisce ai giornalisti che "la proposta degli E-bond per noi non implica una modifica dei Trattati".


Tremonti ha anche ricordato che il Commissario Ue Olli Rehn sarà a Roma davanti a una Commissione della Camera venerdi' prossimo.
