(ANSA) - BRUXELLES, 11 APR - A disposizione della Grecia 30 miliardi dall'Eurogruppo per il primo anno.
Alla quota si agggiungera' il contributo del FMI. Questa la decisione presa nella teleconferenza tra i ministri delle Finanze dei 16 paesi di Eurolandia.
Tutti i paesi contribuiranno in base alle quote di capitale nella Bce, ha precisato il presidente dell'Eurogruppo Juncker.
Il meccanismo e' pronto - ha aggiunto - ma la decisione di attivarlo non e' stata presa perche' la Grecia non lo ha ancora chiesto.

CRISI: ACCORDO EUROGRUPPO PER PRESTITO DA 30 MLD A GRECIA

(AGI) - Bruxelles, 11 apr. - I Paesi dell'Eurogruppo hanno trovato un accordo per garantire un primo prestito da 30 miliardi di euro alla Grecia per farla uscire dalla crisi. L'intesa e' stata annunciata dal presidente dell'Eurogruppo, Jean-Claude Juncker, al termine di una riunione dei ministri delle Finanze a Bruxelles. Juncker ha precisato che agli aiuti parteciperanno tutti i Paesi dell'Eurogruppo in base alle loro quote nella Bce e i tassi d'interesse saranno quelli utilizzati dal Fondo monetario, attorno al 5%. Il prestito sara' attivato dopo la richiesta formale del governo di Atene. Altri aiuti saranno forniti dal Fondo monetario internazionale.

NICOSIA (Reuters) - Euro zone finance ministers agreed unanimously at a Eurogroup teleconference on Sunday on how to help Greece if needed, Cyprus' finance minister told reporters.
"We agreed on the specific way by which member states, with the IMF, will offer economic assistance to Greece if it asks," Charilaos Stavrakis said.
Euro zone finance ministers met to detail how a safety net for debt-stricken Greece would work if it asks to trigger it.
"We have concluded both on the details, and the precise manner by which the aid would be activated," Stavrakis said. "It was unanimous."
Stavrakis declined to spell out the details of the deal.
"Certainly it is something positive for Greece, but the issue which remains is if Greece requests it," he said.

(Apcom) - I Ministri delle Finanze del'eurogruppo hanno raggiunto un accordo sugli eventuali aiuti alla Grecia, fissati per il primo anno ad un ammontare massimo di 30 miliardi di euro: lo ha annunciato il presidente dell'organizzazione, Jean-Claude Juncker. "Gli Stati membri dell'Eurogruppo vogliono mettere a disposizione della Grecia dei fondi sotto forma di prestiti bilaterali", ha spiegato Juncker, il quale ha precisato che "tutti i Paesi membri" parteciperanno. "L'ammontare totale per il primo anno sarà di 30 miliardi di euro, cifra che dovrà essere cofinanziata dal Fondo Monetario Internazionale, ha concluso Juncker, mentre il commissario europeo per gli affari Economici, Olli Rehn, ha indicato che il tasso di interesse da applicare al prestito sarà "circa del 5%".

El FMI recomienda a Grecia la deflación como única salida de la crisis

El director del Fondo Monetario Internacional (FMI), Dominique Strauss-Kahn, considera que Grecia no tiene más remedio que optar por una política de deflación, recortes salariales y rebajas en los precios, para salir de su profunda crisis financiera.

En declaraciones al semanario austríaco Profil, el responsable del FMI explicó que entre las estrategias posibles ante una situación de endeudamiento y alto déficit, como el caso griego, una sería la devaluación de la moneda para aumentar la competitividad.

"Esto no es posible en el caso griego", por ser un país de la eurozona, indicó el exministro francés de Economía. "El único medio efectivo que queda es la deflación. Exactamente eso es lo que ha recomendado, de forma correcta, la Comisión Europea", sentenció.

BRUSSELS/ATHENS (Reuters) - Euro zone finance ministers unanimously approved a detailed 30 billion euro ($40.5 billion) emergency aid mechanism for debt-plagued Greece on Sunday but stressed it had not requested that the plan be activated now.
In a rare weekend telephone conference, ministers from the 16 nations that share the single European currency backed a plan for Athens to borrow from euro zone governments and the IMF at well below current market rates if market funding dries up.
Greece would receive 30 billion euros in the first year from all euro zone countries in bilateral loans coordinated by the European Commission and paid via the European Central Bank, the head of the Eurogroup of finance ministers said.
"If the mechanism had to be activated, it would not be a violation of the no-bailout clause (in the European Union treaty) since the loans are repayable and contain no element of subsidy," Eurogroup chairman Jean-Claude Juncker told a news conference in Brussels after the meeting.
European Economic and Monetary Affairs Commissioner Olli Rehn said the euro zone loans would carry an interest rate of about 5 percent -- well below current market rates of over 7 percent.
The size of the International Monetary Fund's contribution to any package was not disclosed but it would come on top of the euro zone amount. Euro zone countries would pay proportionately to their share in the ECB's capital. Talks on coordination with the IMF will begin on Monday, Rehn said.
The agreement was urgently awaited because Athens is due to auction short-term debt on Tuesday after investors last week sent Greek borrowing costs spiraling due to fears of a possible default and doubts over the EU safety net.
Greek Prime Minister George Papandreou made clear in a newspaper interview that detailing the rescue plan was a last ditch effort to deter speculation against his country.
"The question remains whether this mechanism will convince markets just like a gun on the table. If it does not convince them, it is a mechanism that it is there to be used," he told the Sunday edition of To Vima.
It was the most explicit mention a Greek leader has made of the possibility of requesting aid. Previously, Papandreou and Finance Minister George Papaconstantinou have insisted Greece is not asking and will not ask for assistance.
"The country's aim is to continue to borrow smoothly from the markets under better terms than the current ones," the finance minister told Sunday's Realnews newspaper.


"FIRE BRIGADE"
Skepticism over Greece's ability to manage its 300 billion euro ($401.2 billion) debt pile, more than its 240 billion euro annual economic output, grew last week when investors dumped Greek stocks and bonds and ratings agency Fitch downgraded Athens by two notches.
Fitch dropped Greece's credit rating to BBB-, the lowest investment grade just above junk, saying a deepening recession and rising debt service costs would make it even harder for Athens to meet its budget deficit reduction target.
The government has imposed tough austerity measures to meet a pledge to cut the public deficit by four percentage points of gross domestic product to 8.7 percent this year.
Juncker said data provided by Greece showed the fiscal consolidation program were encouraging and showed Athens was on track to reach this year's target.
A euro zone finance ministry official said Sunday's teleconference was not about deciding to give Greece aid, but about technical preparations in case a rescue was needed.
"The fire brigade is filling up its water tanks, and is ready to act, but it won't be driving out of the station until there is a call for help. That call for help hasn't come yet," the official said.
Strong public opposition to any bailout for Greece in Germany, Europe's biggest economy and main paymaster, has fueled market doubts about the availability of any rescue, especially since the plan leaves Berlin a veto.
Germany, the Netherlands and Austria had argued that any emergency bilateral loans to Greece should be at current market rates, which rose above 7 percent last week, to avoid moral hazard by rewarding profligate countries.
However, euro zone officials worked out a formula on Friday that would provide 3-year loans for about 5 percent, based on the IMF's pricing formula with some adjustments, Rehn said.
The euro, which has been dragged down by concerns over Greece and possible contagion with other weak Mediterranean euro zone economies, rebounded slightly on news of Friday's technical agreement among deputy finance ministers and central bankers.
The risk premium that investors charge to hold Greek debt rather than benchmark 10-year German bonds narrowed to just over 400 basis points after hitting a record 454 on Thursday.
However, any durable reduction in the spread will depend on the credibility of the EU rescue plan and markets' assessment of how likely it is to be invoked.
Greece needs to borrow about 11 billion euros by the end of May to refinance maturing debt and interest charges. Its overall 2010 borrowing requirement is 53 billion euros.

Germany says Greece deal should help calm markets

BERLIN, April 11 (Reuters) - The German government welcomes an agreement by euro zone finance ministers on how to help debt-plagued Greece if needed, a government official told Reuters on Sunday.
The official, speaking on the condition of anonymity, said the agreement reached in a teleconference on Sunday should help calm financial markets so that Greece can focus on taking care of its "homework" on debt reduction without market distraction.
"It corresponds to what we wanted," the German government official said. "The euro zone is capable of taking action.
"It should contribute to a calming of the markets so that Greece can take care of its homework in peace and quiet."
He stressed that the euro zone finance ministers had merely made preparations for an emergency.
"The fire brigade is now ready for action and the water tanks are filled up," he said.
"But it won't leave the station until there's a call for help. The chances are greater now that there won't be a call for help. The house has been made fireproof now."
Euro zone finance ministers unanimously approved a detailed 30 billion euros emergency aid mechanism for Greece but stressed it had not requested that the plan be activated now.

Questa l'indicazione giunta al termine della teleconferenza svoltasi tra i ministri delle Finanze dell'Eurogruppo. Una decisione accolta con soddisfazione da Atene.Il ministro delle finanze Giorgio Papaconstantinou l'ha definita 'importante' ed ha parlato di riconoscimento degli sforzi della Grecia per stabilizzare la situazione finanziaria

BRUXELLES/ATENE (Reuters) - I ministri finanziari dell'eurozona hanno approvato all'unanimità un dettagliato meccanismo di aiuti alla Grecia, in piena crisi del debito, per 30 miliardi di euro, anche se Atene non ha chiesto di attivarlo immediatamente.
In una inusuale conferenza telefonica nel weekend, i ministri dei 16 Paesi che adottano la moneta unica europea hanno sostenuto un piano di prestiti da parte dei loro governi e dell'Fmi ad un tasso inferiore a quello corrente, nel caso in cui Atene non sia più in grado di rifinanziare il suo debito sul mercato.
La Grecia riceverebbe 30 miliardi di euro nel primo anno da tutti i paesi della zona euro sulla base di prestiti bilaterali coordinati dalla Commissione europea e pagati attraverso la Bce, ha detto il presidente dell'Eurogruppo Jean-Claude Juncker.
Il commissario europeo agli Affari economici e monetari, Olli Rehn, ha precisato che i prestiti saranno concessi al tasso del 5% -- al di sotto degli attuali prezzi di mercato che superano il 7%..
"Per quanto riguarda le condizioni di questi prestiti, si farà riferimento a quelle adottate normalmente dal Fmi, anche se non qualche aggiustamento", ha detto Rehn.
"La formula su cui si è raggiunto il consenso prevede un tasso di interesse intorno al 5%. Ad esempio, per un prestito di tre anni alla Grecia a tasso fisso, quest'ultimo sarà di circa il 5%", ha detto Rehn in una conferenza stampa.
