BRUSSELS (Dow Jones)--The next bailout package for Greece would impose strict measures that include the withdrawal of funds if Athens fails to completely implement reforms or keep up the pace of state-asset sales, two people familiar with the matter said Thursday.
The European Union and the International Monetary Fund are working to put together a new rescue package for Greece that would include a mixture of new loans from the EU and the IMF and a voluntary agreement from private investors to extend or roll over their Greek bond holdings.
"This time around the conditions will be very strict, with a warning that unless Greece delivers what it has promised in cost cutting and privatizations the money flow will simply stop," one person with direct knowledge of the talks told Dow Jones.
No agreements have been reached ahead of the meeting of European government heads in Brussels Thursday and Friday. European officials have pointed to a gathering of euro-zone finance ministers on July 3 as the day when terms of a draft agreement will be set to paper. Until then, say people involved in the talks, particularly the scope and methodology of private-sector burden sharing will have to be ironed out.
One of these officials said the new deal would probably be designed to cover Greece's financing needs until mid-2014. The actual breakdown of the deal remains fluid, this person said.
As of early Thursday, the envisioned additional aid totals up to EUR70 billion, of which governments hope EUR30 billion will come from banks voluntarily rolling over their Greek loans. The government portion of that total would depend on the amounts generated by the rollovers, the people said.
On top of that projected EUR70 billion from the EU/IMF and banks would come a Greek contribution of EUR30 billion from accelerated asset sales. Greece also still is set to receive EU/IMF loans totaling EUR45 billion from the earlier EUR110 billion bailout agreement set in May 2010.
Wrapped together, the four components of the package would more than cover Greece's funding needs of an estimated EUR138 billion until the middle of 2014.
Greece has been warned that unless it strictly implements an agreed EUR28 billion austerity package through 2015, the financing from its creditors will stop.
Greek Prime Minister George Papandreou was meeting Thursday before the EU Summit with French President Nicolas Sarkozy and German Chancellor Angela Merkel to assure them that the Greek parliament will pass those new measures into law next week and that their implementation is assured.
But people familiar with the negotiations say the accelerated sales of state properties could be the hardest task Athens faces.
"It actually amounts to one major privatization every 15 days or so. The Greeks are asking for some elasticity because even if all the preliminary work is done, who will come and invest in a country which is at the brink of default in such a big way?" the second person said.
To calm nervous markets, euro-zone finance ministers unsuccessfully attempted at the Sunday Eurogroup meeting in Luxembourg to come up with a statement indicating their willingness to release a EUR12 billion tranche from the previous loan and also to state that they are working on a new bailout package.

Grecia, possibile accordo oggi con Fmi/Ue su piano austerità

ATENE, 23 giugno (Reuters) - Il rappresentante della Grecia al Fondo monetario internazionale ha detto di aspettarsi che venga raggiunto un accordo oggi tra il governo greco e la delegazione Ue-Fmi sui termini del piano di austerità.
"I colloqui stanno continuando per concludere l'accordo su tagli di spesa e di alcuni elementi che riguardano le entrate" ha detto Reuters Panagiotis Roumeliotis.
Gli è stato chiesto se si aspetta che i colloqui possano concludersi oggi e il funzionario ha risposto: "Sì, penso di sì".
Gli ispettori dell'Unione europea e del Fondo monetario internazionale hanno deciso di tornare in Grecia questa settimana dopo che era appena stata conclusa una visita, per confrontarsi con il neo-nominato ministro delle Finanze Evangelos Venizelos dopoil rimpasto di George Papandreou.

Uncertainty Weighed Heavily On ASE



The overall sentiment of uncertainty, which dragged the international markets down on Thursday, weighed also on the Athens Exchange, with the General Index falling by 2.3% and the turnover remaining thin. Greek PM meets his counterparts in Brussels, as the Greek issue is the main issue of the EU Summit.

The General Index moved into negative territory throughout the trading session, while Greek banks also suffered intense pressures, as growing discussions on the medium-term package dominated the newsflow, along with IEA’s decision to release strategic oil reserves.


The euro moved sharply downwards, falling below $1.42, as avoiding risk stance prevailed, while oil price dropped below $90.


The market observes closely the developments and the existing sentiment is expected to remain until substantial progress is made, Manos Hatzidakis, investment and strategy director at Pegasus Securities, told Capital.gr.


“The key precondition is the passing of the program, in order to expect something from the summits of the European authorities, such as the Eurogroup”, he added.

Across the board, the General Index ended at 1,242.82 units, down 2.33%, close to session’s low. Approximately 19 million units worth €57.2m were traded on Thursday, while a total amount of 36 shares rose, 92 declined and 152 remained unchanged.

Banks fell by 3.78%, at 925.04 units, with all the shares of the sector in red. Proton Bank suffered the heaviest losses, falling by 5.56%, while Alpha Bank, National Bank and ATEBank lost more than 4%.

MF: Officials In Athens Taking Stock Of Program Developments



WASHINGTON -(Dow Jones)- International Monetary Fund officials are in Greece to review loan program developments, a spokesman said, as Athens considers how it will achieve the budget cuts agreed to with the IMF and Europe as part of its joint EUR110 billion bailout.
Fund spokesman David Hawley wouldn't say whether the IMF would be open to changes in the austerity program agreed upon earlier in June, but said there had been no new official request yet for a new program.
Athens earlier Thursday said that while they are sticking to the bottom-line deficit reduction of EUR6.4 billion this year, they are changing how they plan to cut EUR3.5 billion.
"All this is being debated right now. We are looking at new measures to replace a EUR3.5 billion shortfall that the troika has identified," Greek government spokesman Elias Mossialos told Dow Jones Newswires. "But there is no way we will reduce the size of the package from what we have previously committed."
Hawley said IMF officials are in Athens "to take stock of current policies with the authorities."
"We have not received a request for a new arrangement from Greece. As said, we stand ready to continue our support for Greece subject to adoption of the economic policy reforms agreed with the Greek authorities," a fund spokesman said.
The IMF's executive board hasn't set a date to review the next tranche of the Greek loan program. "The board has to be satisfied that the program is on track and that it is adequately financed,' Hawley said.
Euro zone officials are currently negotiating exactly how it plans to provide financing, with the German government seeking private creditor participation to help ease the burden on public lending financed by taxpayers.

 
Greek NBG to sell Finansbank stake when time is right

ATHENS, June 23 (Reuters) - Greece's largest lender National Bank (NBGr.AT) expects non-performing loans to peak this year and will sell a 20 percent stake in its Turkish unit Finansbank as soon as market conditions allow, its CEO said on Thursday.
Finansbank helped NBG grow first-quarter earnings by 39 percent despite a deep economic slump at home, and the sale of a minority stake will further boost the group's capital adequacy, with its Core Tier 1 ratio seen topping 13 percent.
Hit by the country's debt crisis, Greek banks face challenges on many fronts, including shrinking deposits, closed interbank funding, rising loan writedowns and losses on government bond holdings.
"We are planning the disposal of a 20 percent stake as soon as market conditions allow," NBG's Chief Executive Apostolos Tamvakakis told the bank's annual shareholders meeting.
He said NBG was in no rush to proceed with the divestment as its capital base remains strong with Core Tier 1 capital currently at 12 percent.
Apart from Finansbank, management is also mulling other moves that could strengthen capital ratios by another 120-150 basis points, he said.
One such option may be to group NBG's operations in southeast Europe under one umbrella, aiming at greater flexibility, synergies and autonomous access to capital markets, Tamvakakis said.
NBG is also present in Bulgaria, Romania, Serbia and Cyprus.
Tamvakakis also told shareholders that non-performing loans, which hit 8.5 percent of NBG's book in 2010, are expected to peak this year, but the bank had the profits to absorb them.
"NBG's pre-provision earnings cover group provisions by 1.5 times, meaning we can absorb a 50 percent increase in provisions without a need to tap capital reserves," Tamvakakis said.
Looking at deposits, he said National Bank was faring better than the sector, with its base down 2.1 percent in the first four months of the year versus a 3.8 percent drop in the system.
A shrinking deposit base has added to the strains of Greek banks, which have become reliant on ECB funding for their liquidity needs as access to wholesale funding remains shut on sovereign debt concerns.
Tamvakakis said NBG had 13.2 billion euros in government bonds and 1.6 billion euros of T-bills in its portfolio.

ATENE, 23 giugno (Reuters) - Il ricorso alla liquidità Bce da parte delle banche commerciali greche mostra a maggio un forte incremento rispetto al mese precedente.
Lo dicono i dati a cura dell'istituto centrale ellenico, che indicano per fine maggio un balzo a 97,5 miliardi di euro dagli 86,8 miliardi di fine aprile.
Gli istituti di credito greci hanno perduto la facoltà di reperire fondi sul mercato con il progredire della crisi del debito sovrano che li ha resi sempre più dipendenti dai fondi Bce.
Rispetto a 49,7 miliardi all'inizio del 2010, i finanziamenti Bce al sistema ellenico sono quasi raddoppiati lo scorso anno per raggiungere i 97,67 miliardi a fine dicembre.
