Questo è un interessante report uscito ieri in cui si viene a sapere che in realtà la quantità di treasuries comprata dalle banche centrali non americane è inferiore a quello che si immaginava . Chi compra?
cercate di tradurlo con google

Central bank buying at US Treasury sales overrated
Tuesday February 24, 1:43 pm ET
By Wayne Cole

NEW YORK, Feb 24 (Reuters) - Some bond investors have been overestimating foreign central bank participation in U.S. Treasury auctions, although there is no doubt that they are major purchasers of government debt overall.

Figures on auction allocation for much of last year from the U.S. Office of Debt Management show foreigners, including central banks, took less of U.S. offerings than first thought, particularly for longer-dated debt.

That makes it harder to judge the true extent of offshore demand and could complicate the market reaction to the Treasury's $26 billion auction of two-year notes on Wednesday.

"There's a lot of confusion about what the auction breakdown means," said Stephen Stanley, chief economist at RBS Greenwich Capital. "It's been misinterpreted to mean foreign central banks have been better bidders than they actually were."

The ODM data currently only cover auctions up to early November last year, and the share taken by foreign central banks since then may have risen due to the staggering level of currency intervention by the Bank of Japan. The BOJ bought $67 billion in foreign exchange markets in January alone and would thus have had more dollars to invest than usual.

WHO'S BUYING WHAT?

Since May last year the Treasury has released a breakdown of auction results which shows both the share taken by primary dealers bidding for their own house accounts and the share taken by dealers bidding on behalf of their customers, which can be everything from bond funds to wealthy individuals.

The latter group are called indirect bidders and include foreign central banks, which tend to bid through the Federal Reserve Bank (News - Websites) of New York.

Overseas central banks have been huge buyers of Treasuries in the last year as they invested dollars acquired in currency intervention. The bond market has become obsessed with their every move and sees figures on indirect bidding as a bellwether of central bank demand for new Treasury debt.

But indirect bidders include many more investors than just the central banks, and the figures from the ODM show that the former often take up much more of an auction that the latter.

Thus when the government sold $16 billion of five-year notes in October, indirect bidders took a whopping 50 percent of the auction leading to a big rally in prices that day as traders assumed central banks did the bulk of the buying.

However, the ODM figures show only 27 percent of that auction actually ended up in foreign hands, and that includes private offshore investors as well as central banks.

Likewise, indirect bidders took 24 percent of a $13 billion sale of 10-year notes in September but according to the ODM only 6 percent went to foreign buyers.

SHORT-TERM ATTRACTION

The discrepancy is not so great for short-term debt, the maturity historically favored by risk-averse central banks.

At September's sale of $25 billion of new two-year notes indirect bidders took 37 percent of the offering, while the ODM data show that 28 percent went to foreign accounts, which would include the offshore central banks.

Even if the participation of overseas central banks at auctions has not quite matched the high expectations of bond bulls, their overall appetite for U.S. debt is not in doubt.

Federal Reserve holdings of Treasury debt on behalf of foreign central banks ballooned by $172 billion last year, helping fund the U.S. government's ballooning budget deficit.

Since the start of this year alone, those central banks have added another $45 billion, taking their total holdings to a record $907 billion.

"The custody data clearly show how acquisitive foreign central banks have been," said Stanley at RBSGC. "It shouldn't really matter if they buy at auctions or in the secondary market: demand is demand."
