Nowotny Says Easing of Bailout Terms Imaginable With Conditions

By Zoe Schneeweiss - Mar 9, 2011 9:00 AM GMT+0100

European Central Bank Governing Council member Ewald Nowotny said that he can imagine terms for Ireland and Greece to be loosenend, should conditions be fulfilled, according to an interview with Austrian state radio ORF.

“One has to discuss this in the bigger picture,” Nowotny told ORF. “That means, if you have the feeling that these countries are really making an effort, that structural changes are happening, that these problems won’t resurface again in two years, then it can make sense to adjust individual screws. Should this not be the case I don’t see any reason for changes.”

Should the conditions be fulfilled it is worth considering how to adjust to program to make it as “sure as possible that it will be successful,” he told the radio station.

Gadhafi tells Greek PM west should not meddle in Libya

Papandreou tells Libyan leader that civil war and humanitarian crisis must be avoided

dot_clear.gif

In a telephone conversation with Greek Prime Minister George Papandreou late on Tuesday, Libyan leader Colonel Moammar Gadhafi warned the West not to intervene in his country’s affairs as clashes between his forces and pro-democracy rebels intensify.

"Greece is a friend of Libya and can pass on this piece of advice to the European Union,» Jana news agency quoted Gadhafi as telling Papandreou, according to Agence France-Presse.

Gadhafi, who made the call to Papandreou, apparently warned that “any violation of Libya's security or stability would necessarily have dire consequences for the security in north Africa, the Mediterranean rim and Europe”.

Papandreou reportedly reminded the Libyan leader of the significance of the recent United Nations Security Council resolution which imposed sanctions on the north African country and referred events to the International Criminal Court amid fears of indiscriminate killings as security forces attempt to re-establish control.

The Greek premier is said to have stressed the need to resolve the situation in Libya to avoid a worsening humanitarian crisis or a possible civil war.

Ghadafi’s warning came as NATO and European Union official are to meet in Brussels on Thursday and Friday to discuss the upheaval in the north African country.

Papandreou’s father, Andreas, established close links with Ghadafi and other north African leaders during his time as prime minister in the 1980s.

Greece traditionally maintains good relations with the Arab world and Papandreou recently planned a trip to Egypt for talks with Hosni Mubarak shortly before he stood down. The trip was cancelled at the last minute.

Budget revenues post serious shortfall

dot_clear.gif
By Prokopis Hatzinikolaou

Net budget revenues have already drifted off course after the first couple of months of the year, with the shortfall exceeding 870 million euros after the February goal was missed by 595 million.

Compared with the first two months of 2010, revenues declined this year by 9.2 percent.

Finance Ministry officials embarked on a series of meetings yesterday morning in order to establish the causes for the lagging state revenues and to take initiatives for their rebound.

It appears that the revenue problems arose due to poor calculations by the Finance Ministry while drafting the budget, a reduction in checks and the go-slow tactics of some tax officers in protest at recent salary cuts.

In contrast, there was a 7.1 percent increase in revenues from value-added tax in the first two months of the year compared with the same period in 2010, although for February alone there was a 1.8 percent drop from the same month last year.

The rise is due to the increase in VAT rates as well as the fact that companies are beginning to pay their dues, apparently prompted by a change in the law that makes not paying VAT a crime for which suspected offenders can be tried and sentenced straight away.

A ministry official suggested that state revenues can only stay afloat through VAT receipts; evasion in this domain has been rampant, while certain enterprises use VAT in order to pay off some of their other obligations. This is why the ministry allows enterprises to pay their VAT dues in installments.

There are, however, other miscalculations as revenues of up to 1 billion euros have been included in the budget that are highly unlikely to get into the state coffers by the end of the year, as in the case of the Single Property Tax of 2009 that is yet to be calculated and cashed in.

Yields surge ahead of EU summit

Bonds extend losses before meeting on debt plan; Austria opposes easing conditions to Greece
dot_clear.gif
Greek 10-year bond yields and credit default swaps surged to a record high on Tuesday as borrowing costs increased at a government debt sale ahead of a European leaders meeting this week aimed at containing the sovereign debt crisis.

Greek bond losses extended declines to a ninth day after the nation’s credit rating was cut by Moody’s on Monday.

“There is quite a lot of peripheral supply that needs to be digested and apparently we’re struggling to find more buying interest at these levels,” Marcel Bross, a fixed-income strategist at Frankfurt-based Commerzbank, told Bloomberg. “We have these important meetings coming up where we see some potential for disappointment.”

The yield on 10-year Greek bonds jumped as much as 50 basis points to 12.83 percent, the most since 1988, with the increase in yields the biggest since late October. The extra yield investors demand to hold the securities instead of German bunds widened to as much as 956 basis points, the most since January 10.

Credit default swaps insuring Greek government bonds rose five basis points to an all-time high 1,037 basis points, meaning it costs $1.04 million annually to insure $10 million of debt for five years.

Greece sold 1.6 billion euros of six-month T-bills on Tuesday at an average yield of 4.75 percent, up from 4.64 percent previously, debt agency PDMA said.

Investors bid for 3.59 times the securities offered, down from 4.54 times at the earlier sale, with foreigners snapping up nearly a third of the issue, according to PDMA sources.

Along with Portuguese and Irish bonds, Greek paper is sliding before Friday’s meetings of policymakers culminating in a summit of European Union nations on March 24-25 that is intended to approve a package of measures designed to calm the region’s bond markets.

Austrian Chancellor Werner Faymann told reporters in Vienna on Tuesday that the nation opposes easing the conditions of Ireland and Greece’s bailouts. Faymann said that he’s “against changing the existing agreements” for Greece and Ireland, which last year received emergency rescue packages totaling 195 billion euros.

Separately, the International Monetary Fund said in Washington that it’s confident the emergency bailout program for Greece will succeed, despite the Moody’s downgrade.

“We are confident that Greece will succeed, that the Greek debt is sustainable, and that our program will be successful,” said Antonio Borges, head of the IMF’s European Department, told Dow Jones in Washington late on Monday.

“This is not the first one, and probably not the last one,” he said of Greece’s downgrade.

Vai a vederti i dati USA.
