Greece Required To Adopt “Prerequisites” For Aid Instalment



New interventions are expected by the end of the year in public enterprises and organization in healthcare, pharmacies, closed professions in order to implement the prerequisites for the release of the sixth aid instalment.

The government seeks to finalize all draft plans either as part of multi-bill or as legislative acts before the Christmas period.

The Troika will examine the measures when it returns to Greece for the new package in early 2012.

The focus is on the new measures of €7.7 billion. PM Lucas Papademos made it clear that these measures would be decided now and would engage future governments as well to implement the agreement until 2014.

But FinMin E.Venizelos said that the measures would be voted by the next government.

The Troika is pushing that the new MoU would indicate the sources of the measures.

Final budget gap of 2011 will be known in April 2012, when Greek Statistical Authority (ELSTAT) will announce it. For now, the government has to cover the structural gaps in relation to the obligations of the MoU.

-Interventions to ensure that cuts in salary cuts have taken place in all public enterprises and institutions.

-Notification of all decisions for merger/closing of 11 major and 35 minor institutions/utilities.

-Recovery of funds from medicine purchases.

-Integrated operation of the national primary healthcare agency.

-Issues relating to the acceleration of NSRF projects.

-Ensure the objectives of labour reserve.

ATHENS, Dec 13 (Reuters) - A two-day meeting in Athens
between Greek authorities and private bondholders on a debt swap
plan ended without a deal on Tuesday and consultations will
continue, a banker involved in the talks told Reuters.
"Greece got a proposal (from the private creditors) and will
study it. It was not rejected but the deal cannot be finalised
today," the banker said.

ATHENS, Dec 13 (Reuters) - Talks between Greece and
private bondholders in Athens on a debt swap scheme ended
without a deal on Tuesday and consultations are expected to
continue, a banker involved in the talks told Reuters.
Greece wants to wrap up talks on a 130-billion-euro bailout
and the debt swap included in it by the end of January before
the country heads to elections on Feb 19.
"Greece got a proposal (from the private creditors) and will
study it. It was not rejected but the deal cannot be finalised
today," the banker said.
Banks represented by the Institute of International Finance
(IIF) agreed in October to write down the notional value of
their Greek bond holdings by 50 percent in exchange for new
paper as part of the bailout to save Greece from default.
The writedown is designed to help cut Greece's debt ratio to
120 percent of GDP by 2020 from over 160 percent this year.
Major elements of the plan such as the coupon and discount
rate, which determine the cost for banks, have yet to be agreed
on though a source said some progress had been made on Monday.

Banks seek official creditor status for new Greek bonds-source
ATHENS, Dec 13 (Reuters) - Private bondholders told
Greece that they were willing to consider the country's proposal
on a debt swap scheme as long as new bonds they receive have the
same credit status as official loans, a banker involved in the
talks said.
"Banks moved towards the sovereign's proposal on the
condition that the new bonds have about the same credit status
as official sector loans," the banker said after a meeting
between the two sides in Athens.
Major elements of the plan such as the coupon and discount
rate, which determine the cost for banks, have yet to be agreed
after the two-day meeting.
"The discussion focused on the structure of the deal and not
so much on rates," the banker said.

(LaPresse/AP) - "La visita di Hahn e Reichenbach riguarda il settore dell'investimento pubblico, il settore dei programmi strutturali, e il mio scopo è unire questi punti in un approccio comune che dia speranza e prospettive, perché il grande problema dell'economia greca è la delusione".

Lo ha detto il ministro delle Finanze greco Evangelos Venizelos in vista dell'incontro con il capo della task force della Commissione europea Horst Reichenbach e il commissario per la politica regionale Johannes Hahn.
"Il grande bisogno - ha aggiunto - che abbiamo come nazione è vedere che c'è un futuro davanti a noi, che ci sono prospettive. Questo mobiliterà sforzi e capitale".
