Strategic program underpins target return on equity and aims to gradually
increase Tier 1 ratio through retention of profits, among other things Based on a strategic program anchored in its medium-term planning, Deutsche
Postbank AG (Postbank) is seeking to strengthen its long-term position as a
leading retail bank in Germany. By doing so, it is aiming to ensure that
even in a changed competitive environment it will achieve its medium-term
target of a sustainable operating return on equity after taxes of
approximately 13 percent after the elimination of the negative effects from
the financial crisis.

The strategic program presented to the Supervisory Board today will result
in a consistently focused product range and hence in more streamlined
processes. By reducing complexity, the Bank intends to achieve savings in
administrative expenses of approximately 5 percent as compared to 2008
(EUR2,969 million), despite the planned growth in volume. These savings are
expected to be realized in full by the end of 2012. To this end, non-staff
operating expenses will be reduced on the one hand, and efficiency
enhancement measures will result in lower staff costs, on the other.
Overall, according to current plans, the employee headcount in the Postbank
Group will be reduced from the expected 21,000 at the end of the current fiscal year (end of 2008: 21,130) to approximately 19,000 by the end of
2012. For this purpose, the Bank will recognize EUR28 million in provisions
as early as during the fourth quarter of 2009.

Under its medium-term plan, Postbank is also seeking to further strengthen
its capitalization in light of the current discussion of the new regulatory
requirements in the banking sector. In line with the current definition,
Postbank's Tier 1 ratio is expected to be gradually increased from 8
percent as of September 30, 2009 to approximately 10 percent as of the end
of 2012. Providing there is no unexpected worsening of the macroeconomic
conditions, the Bank intends to reach this target by introducing advanced
risk models to measure risk-weighted assets. These models are already in
the realization phase. In addition, the Management Board currently assumes
in its planning that net profits realized in fiscal years 2009 to 2012 will
be used in full to strengthen Postbank's equity base.

* Postbank to use 2009-2012 profits to bolster capital
* Says to cut about 10 percent of staff by 2012
* Postbank shares up 1 percent

(Adds details, background)

FRANKFURT, Nov 25 (Reuters) - Deutsche Postbank (DPBGn.DE) said it would cut jobs and won't pay a dividend until 2013 as it unveiled an aggressive restructuring plan to bolster its capital position.
Germany's largest retail bank by customers said on Wednesday it would cut staff by around 10 percent, or 2,130 jobs, to 19,000 by end 2012 compared with the end-2008 level.
It said it would make 28 million euros ($42.2 million) in restructuring provisions starting in the fourth quarter.
News of the restructuring programme sent shares 1 percent higher to about 24.08 euros, outperforming the DJ Stoxx banks index .SX7P which was 0.3 percent lower.
Postbank said it was "seeking to further strengthen its capitalization in light of the current discussion of the new regulatory requirements in the banking sector."
The bank said it would bolster it's capital position to about 10 percent by end 2012, from eight percent at the end of September.
Efforts to force banks to hold more capital are under way globally. The Financial Stability Board, which coordinates G20 policies, is expected to come forward with recommendations by October 2010.
Earlier this month, European Union finance ministers adopted a preliminary agreement to boost the cushion of assets banks are required to hold to offset potential losses. [ID: nLA648418]
