buy back more than $5 billion of subordinated bonds at 30
percent of face value as it seeks to meet European Commission
conditions for allowing it to take state aid.

capital base of the bank,” benefiting from the difference
between the face value of the securities in euros, pounds and
dollars and the level at which they are trading. As well as
making a capital gain, the bank reduces the interest payments
