UPDATE 1-Moody's says Anglo Irish Bank seen splitting up

Published: 01 Mar 2010 20:02:36 PST
* Downgrades dated subordinated debt to Ba1 from Baa1
* Chance of bank being wound up in medium term very low (Adds quotes, background)
DUBLIN, March 1 - Moody's downgraded Anglo Irish Bank's dated subordinated debt pending a restructuring that theratings agency said would most likely result in a split into a "good" and a "bad" bank.
The Irish government nationalized Anglo Irish after it was weakened by exposure to a property market crash and a series of deposit and loan scandals. (For a factbox on the Anglo Irish scandals, please click on [ID:nLH729143])
Dublin has pumped 4 billion euros of capital into the bank, which will also transfer about 28 billion euros worth of loans to Ireland's National Asset Management Agency (NAMA), the state's "bad bank."
Moody's said Anglo was still at an early stage of talks with the European Commission on its restructuring plan, with the most likely scenario being a further split of its remaining assets into an operating, or "good" bank, and a "bad" or "non-bank."
The bank had no immediate comment.
It said the non-bank would be wound down over a long period of time but it was very unlikely the whole of Anglo would be liquidated over the short or medium term because of the potential impact on the Irish sovereign.
Anglo Irish's chairman also said last year that even an orderly winding down of the whole bank would cause an excessive burden for the Irish exchequer. He said he preferred to see a fast sale of the bank or some of its loan book rather than a potentially lengthy stabilisation process as a stand-alone bank.
Newspaper reports have since mentioned the possibility of its being split into two.
Moody's downgrade on Monday took the rating on Anglo's dated subordinated debt to "Ba1" from "Baa1" and it remains on review for a possible further downgrade.
"In the event of 'good bank / bad bank' split, our assumption is the junior securities, including the dated subordinated debt, would be left in the bad bank to help absorb losses," Moody's said.

ecco un report di moody's di un mese fa.nessuno che risponde alla mia domanda?

DUBLIN, April 1 (Reuters) - The officials leading Ireland's bank rescue lowered the estimated cost of the bad bank scheme launched this week and pointed to Anglo Irish Bank as the main culprit.

Central bank Governor Patrick Honohan said on Thursday the National Asset Management Agency (NAMA), the bad bank, would spend between 40 billion and 50 billion euros ($67 billion), which would be below the government's initial 54 billion euro projection.

NAMA this week started buying property loans from banks at a higher discount than expected and the central bank has told participants to find a total of up to 32 billion euros of capital to make up for the write downs.

'The loans are being bought at quite deeply discounted rates, reflecting the sharp fall in property prices since the biggest and most problematic of the loans were made some years ago at the height of the bubble,' Honohan said in an op-ed piece in the Financial Times on Thursday.

'The pricing has been designed with the objective of enabling NAMA to recover its substantial outlays -- between 40 billion and 50 billion euros -- over the coming decade,' Honohan said.

NAMA is buying the first tranche of loans with a book value of 16 billion euros at a 47 percent average discount, much higher than the 30 percent overall discount projected in September.

At the lower end of the spectrum mentioned by Honohan, NAMA would be paying less than half the book value of the 81 billion euros of assets it is taking over.

VALUE FOR THE TAXPAYER

Honohan reiterated the banks, which include Bank of Ireland and Allied Irish Banks, will sell 'non-core' assets, issue new shares and see the government's preference shares from an earlier bailout converted into ordinary equity.

'Just as has happened with Lloyds and Royal Bank of Scotland in the UK, the banks are to be managed with a view to commercial performance and the realisation of the best value for the taxpayer when the equity stakes are sold back into the private sector,' Honohan said.

The government has injected 12 billion euros into nationalised Anglo Irish Bank, and said another 10 billion could be needed. Honohan said it was 'likely' the 10 billion euro would be necessary.

'This is a truly shocking figure, albeit one that is affordable for the state,' he said, adding that most of the damage to Ireland's financial sector and reputation had been done by Anglo Irish Bank alone.

Separately, Finance Minister Brian Lenihan said in Thursday's Irish Independent that he could understand the public's anger over the matter.

Anglo Irish Bank on Wednesday posted a 12.7 billion euro loss, the largest in Irish corporate history, with analysts worried by customer deposits falling more than half in the 15 months to December.

Police arrested Sean FitzPatrick, the former chairman of the bank, last month as part of a fraud investigation into events preceding the bank's nationalisation but later released him without charge after a day of questioning.

'Those who brought us to this position have a lot to answer for,' Lenihan said, without naming anyone.
